Éamon Ó Cuív: Suppose the Minister decided that where an overclaim was less than 1 ha or 0.5 ha the farmer would not be penalised for five years retrospectively and the Exchequer would take the hit. I am sure the amount of money involved would be so minuscule as not to make any significant difference in the scale of things.
