Seanad: Animal Health and Welfare Bill 2012: [Seanad Bill amended by the Dáil] Report and Final Stages (22 May 2013)

Brian Ó Domhnaill: I echo the other Senators' sentiments and thank the Minister. This is what parliamentary democracy should BE about - a Minister coming in with a piece of legislation and not rubbishing proposed amendments. While some of the amendments we initially proposed may not have been 100% correct, the Minister acknowledged our intent, went back, made amendments in the Dáil and the officials...

Seanad: Animal Health and Welfare Bill 2012: [Seanad Bill amended by the Dáil] Report and Final Stages (22 May 2013)

Brian Ó Domhnaill: I appreciate the Minister's response and clarification because this is an issue which has caused concern. We discussed it in this House previously and I know the IFA has been raising the issue of the fixed penalty notice too. The Minister captured it well with his reference to trigger-happy agricultural officers or inspectors. I am sure there are none out there but-----

Seanad: Animal Health and Welfare Bill 2012: [Seanad Bill amended by the Dáil] Report and Final Stages (22 May 2013)

Brian Ó Domhnaill: I certainly hope not too. What is being proposed probably makes sense in that no one officer can make the decision. It has to go up the line for a second opinion. Am I right in understanding the amendment to mean that a second officer would have to agree with the initial report or recommendation from the primary officer? If that it is correct, it would at least give some level of comfort....

Seanad: Wind Energy Guidelines: Statements (15 May 2013)

Brian Ó Domhnaill: Cuirim fáilte roimh an Aire Stáit go dtí an Teach inniú chun an t-ábhar tábhactach seo a phlé. Wind energy has garnered public attention over the past number of months and years. This is not least due to the implications for local communities when large wind turbine enterprises are developed. Wind energy has immense potential to provide a major renewable,...

Seanad: Wind Energy Guidelines: Statements (15 May 2013)

Brian Ó Domhnaill: If the height is greater than 149 m, the distance should be more than 2 km. We must look at the submissions and take on board that there must be a strategic setback distance. Where a local authority such as Donegal-----

Seanad: Wind Energy Guidelines: Statements (15 May 2013)

Brian Ó Domhnaill: -----introduces a change in the development plan, the national guidelines overrule it and that is wrong. We must listen to local people while getting a balance on the development of wind energy. We should also examine the issue of the sea and whether it can be developed.

Seanad: Order of Business (15 May 2013)

Brian Ó Domhnaill: Financial republicans.

Seanad: Order of Business (15 May 2013)

Brian Ó Domhnaill: I join colleagues in acknowledging and welcoming the work by the Minister for Agriculture, Food and the Marine, Deputy Simon Coveney, over the past 36 hours in respect of obtaining a ban on discards. While it is not a 100% ban, nonetheless it is a ban that will be introduced over a period of time. In the pelagic sector there will be a ban on discards from 1 January 2015 and from 1 January...

Seanad: Order of Business (15 May 2013)

Brian Ó Domhnaill: Hear, hear.

Seanad: Adjournment Matters: Special Educational Needs (14 May 2013)

Brian Ó Domhnaill: Education policy in Ireland places children with Down's syndrome at a disadvantage or in an unfair position by not supporting their full educational development to the degree that other people with disabilities are supported in the system. The children concerned deserve every opportunity to reach their full potential. They deserve to be treated in a manner which encompasses the word...

Seanad: Adjournment Matters: Special Educational Needs (14 May 2013)

Brian Ó Domhnaill: I appreciate the Minister of State's response. He has noted that the matter is being looked at and I agree with him that we cannot pre-empt that consideration. However, taking on board the campaign being launched by Down Syndrome Ireland and given that I am not sure whether the Minister, Deputy Quinn, or the Minister of State has met Down Syndrome Ireland, I urge that its views be taken...

Seanad: Adjournment Matters: Special Educational Needs (14 May 2013)

Brian Ó Domhnaill: The issue I am raising on the Adjournment relates to an anomaly in the allocation of educational resource hours to children with Down's syndrome who attend mainstream primary schools. Down's syndrome is a chromosomal anomaly which causes a global development delay. Approximately 80 children with this syndrome are enrolled in mainstream primary schools each year and the syndrome is not...

Seanad: Fodder Crisis: Statements (9 May 2013)

Brian Ó Domhnaill: I understand there are a number of farms in County Roscommon-----

Seanad: Fodder Crisis: Statements (9 May 2013)

Brian Ó Domhnaill: -----and Senator Leyden wishes to raise some of those issues.

Seanad: Fodder Crisis: Statements (9 May 2013)

Brian Ó Domhnaill: There are indeed. I welcome the Minister to the House for this debate. I note that a Private Members' motion on this issue was debated in the other House last night and the night before. It is an issue of national importance, not least because the food industry is so important to the country. Its importance also is due to the introduction of animal welfare legislation through both Houses...

Seanad: Overseas Development Issues: Statements (9 May 2013)

Brian Ó Domhnaill: Cuirim fáilte roimh an Aire Stáit. This is an important topic from a global point of view, not least from our own point of view given that Ireland has always proudly supported overseas development in countries where people were hungry and going without as a result, more often than not, of corrupt practices within those countries, particularly given that €623 million is being...

Seanad: Overseas Development Issues: Statements (9 May 2013)

Brian Ó Domhnaill: A very comprehensive investigative piece was done by Nick Webb on some of the money which is being spent under the foreign aid budget. If the Minister of State wishes to clarify it, I will accept it.

Seanad: Overseas Development Issues: Statements (9 May 2013)

Brian Ó Domhnaill: Like the Minister of State, I do not. I did carry out comprehensive research.

Seanad: Overseas Development Issues: Statements (9 May 2013)

Brian Ó Domhnaill: Before Christmas I spent a substantial amount of time examining Ireland's foreign aid budget. I carried out this research off my own bat to see how the money was being spent. Some 75% of the money is not going directly to the countries, but to the World Bank, regional banks in Africa, the UN and the EU.
