Given the large fallout at the time, was there any analysis of the cost of not fully capturing people in a system that had a floor below which they could not fall?

None of us foresaw the extent of the crisis, but the contributions being made by those categories to a system that was self-funded on an annual basis would not have covered the cost, given that they had to be paid allowances rather than benefits.
