Seanad: Nursing Homes Support Scheme (Amendment) Bill 2021: Second Stage (15 Jul 2021)

Lynn Boylan: It is no problem. I thank the Cathaoirleach Gníomhach. Cuirim fáilte roimh an Aire Stáit. I welcome this Bill and its introduction of a three-year cap on the assessment of transferred assets to protect the viability of family farms and businesses. I also welcome the fact that a successor will be appointed to assets and that rigorous safeguards will be put in place to ensure...

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of Animal Health and Welfare (Amendment) Bill 2021: Discussion (15 Jul 2021)

Lynn Boylan: I thank Deputy Flaherty; I really appreciate that. While the Minister is here, I will take the opportunity to discuss an issue with him. This relates to pre-legislative scrutiny of the general scheme of the animal health and welfare Bill. Would the Minister be open to meeting me and to taking on board amendments when the Bill comes to the Seanad on another area of concern in the animal...

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of Animal Health and Welfare (Amendment) Bill 2021: Discussion (15 Jul 2021)

Lynn Boylan: That is great. If the Minister is happy to meet with me, I have the legislation ready to go.

Seanad: An tOrd Gnó - Order of Business (13 Jul 2021)

Lynn Boylan: I would like to raise the ongoing lack of clarity regarding the Government's position on the importation of fracked gas. We were told the programme for Government contained a commitment to a ban. When Sinn Féin brought forward an amendment to a Private Members' motion we were told the reason it could not be supported was that legislation was currently being worked on. Then, during...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Alleged Issues in the Horse Racing Industry: Discussion (Resumed) (13 Jul 2021)

Lynn Boylan: My questions are on the opinions of our two guests in respect of the authorised officers at the IHRB and their qualifications. Is it true the authorised officers do not have to have a professional qualification before being appointed as an authorised officer? If that is the case, do they agree this is not appropriate and we should have people who, at least, have a university qualification...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Alleged Issues in the Horse Racing Industry: Discussion (Resumed) (13 Jul 2021)

Lynn Boylan: I thank Senator Daly. My question for the IHRB is on the educational qualifications for the authorised officers. What qualifications are they required to have? Is it a third-level qualification? Is a training manual available or what sort of training do authorised officers receive? In the interests of transparency, if there is a training manual, is that publicly accessible or accessible...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Alleged Issues in the Horse Racing Industry: Discussion (Resumed) (13 Jul 2021)

Lynn Boylan: So there is no final set of qualifications that somebody needs in order to be named as an authorised officer. Is Dr. Hillyer stating that is it is a moveable feast and that the training manual is not finished?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Alleged Issues in the Horse Racing Industry: Discussion (Resumed) (13 Jul 2021)

Lynn Boylan: Just to clarify, Dr. Hillyer mentioned team members being properly assessed. As I understand it, there is no actual assessment. The assessment is carried out by the IHRB. Is there an examination or an assessment that somebody who is going to be appointed as an authorised officer has to complete?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Alleged Issues in the Horse Racing Industry: Discussion (Resumed) (13 Jul 2021)

Lynn Boylan: Is that assessment available publicly if somebody has completed it?

Joint Oireachtas Committee on Climate Action: Reduction of Carbon Emissions of 51% by 2030: Discussion (Resumed) (6 Jul 2021)

Lynn Boylan: I will follow on with regard to the data centres and the research done by the ESRI that shows domestic consumers are cross-subsidising the increase in demand for renewable electricity to satisfy the demand of data centres. I am particularly interested to hear from the CRU how the public service obligation, PSO, charge is levied. At present, it is levied on residential consumers, commercial...

Joint Oireachtas Committee on Climate Action: Reduction of Carbon Emissions of 51% by 2030: Discussion (Resumed) (6 Jul 2021)

Lynn Boylan: I have a brief question and I apologise because I will then have to leave the meeting. I am on campus at present. When we spoke to the ESRI on this it stated the per unit price might run into state aid difficulty but the average demand would not. If we were to ensure the checks and balances are there to ensure households are not negatively impacted by a change, would the CRU be open to...

Seanad: An tOrd Gnó - Order of Business (5 Jul 2021)

Lynn Boylan: I would like to raise the issue of the crisis in the rental sector. We all know rents are way too high. The average rates across the State are €1,250 per month. In Dublin, average rents are €1,745 per month. New rents are even higher again. In Dublin Bay South, a new two-bed apartment can cost between €2,500 and €3,000 per month. How on earth can working...

Seanad: Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage (Resumed) (5 Jul 2021)

Lynn Boylan: I welcome the Minister of State. I will also speak in support of amendment No. 58, from Senators Higgins, Ruane, Black and Flynn, on the importance of the Aarhus Convention. It is well known that in Ireland we are very poor at engaging with the public in consultation and having access to information. I hope we can get to my amendment No. 112 on banning the importation of fracked gas. An...

Seanad: Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage (Resumed) (5 Jul 2021)

Lynn Boylan: On a point of order------

Seanad: Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage (Resumed) (5 Jul 2021)

Lynn Boylan: I presume it is my absence from the House last Friday that is being discussed and that it somehow shows I am not committed to the climate Bill.

Seanad: Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage (Resumed) (5 Jul 2021)

Lynn Boylan: I will speak to the amendment.

Seanad: Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage (Resumed) (5 Jul 2021)

Lynn Boylan: On amendment No. 59, the example I gave is a perfect example of why we need to include reference to the Aarhus Convention in the Bill. We are not compliant with the convention because we are not allowing people access to information on the environment. It was an example to outline that need and what I said in my contribution was completely relevant.

Seanad: Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage (Resumed) (5 Jul 2021)

Lynn Boylan: We tabled amendment No. 65, which seeks to address this specific-----

Seanad: Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage (Resumed) (5 Jul 2021)

Lynn Boylan: I will wait until we get to No. 65.

Seanad: Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage (Resumed) (5 Jul 2021)

Lynn Boylan: I move amendment No. 65: In page 12, between lines 31 and 32, to insert the following: “(c) in subsection (8), to delete “A Minister of the Government shall, in the performance of his or her” and substitute “The Government and a Minister of the Government shall, in the performance of his or her or its”.”. I echo what Senator Higgins outlined...
