Public Accounts Committee: Business of Committee (8 Feb 2018)

David Cullinane: Why?

Public Accounts Committee: Business of Committee (8 Feb 2018)

David Cullinane: We can ask for the information. That is my point.

Public Accounts Committee: Business of Committee (8 Feb 2018)

David Cullinane: Can we get the ones the Comptroller and Auditor General does not have and that we do not have because one of the ones we do not have is the figure for the HSE, and we are writing to it? Are there others we need to write to? That is my point.

Public Accounts Committee: Business of Committee (8 Feb 2018)

David Cullinane: I am looking at the figure for the Department of Education and Skills. The focus at the last meeting was on the Department of Employment Affairs and Social Protection, which was €3.2 million. The figure for the Department of Education and Skills is €5.7 million, which is more. For all we know, the figure for the HSE could be greater again.

Public Accounts Committee: Business of Committee (8 Feb 2018)

David Cullinane: There are a number of Departments and agencies that come within the remit of the national shared services office. We have the global figure for the Departments in terms of overpayments but that figure may not be the full figure because there may be agencies and organisations that are funded by the Departments in respect of which there may also be overpayments. There are also Departments...

Public Accounts Committee: Business of Committee (8 Feb 2018)

David Cullinane: I am not suggesting it is for Mr. McCarthy to do it. If the committee is to examine this issue we need the full picture in terms of the Departments, agencies and organisations that are covered by shared services and those that are not. The Department Accounting Officers can get that information for us. It may take some time to get the information but it is for the committee to ensure we get it.

Public Accounts Committee: Business of Committee (8 Feb 2018)

David Cullinane: If we cover this as a chapter in the periodic report, there are two separate issues. There is the overall figure for overpayment captured across the entire public service and State agencies; and there is process as to why some are and some are not under the National Shared Services Office. There could be logic, for example with Garda and Army pensions, as to why they are not covered....

Public Accounts Committee: Business of Committee (8 Feb 2018)

David Cullinane: Whether we bring them in.

Public Accounts Committee: Business of Committee (8 Feb 2018)

David Cullinane: We need to know what it was based on. I am sure there was a document.

Public Accounts Committee: Business of Committee (8 Feb 2018)

David Cullinane: There has been a spotlight on Ireland for some time now in terms of corporation tax. Some of it is good and some of it not so good in terms of the perception of how corporation tax is applied in Ireland. We have the European Commission's judgment on Apple. Generally there has been what I would regard as a very negative interpretation of how the Irish tax code applies to multinationals. I...

Public Accounts Committee: Business of Committee (8 Feb 2018)

David Cullinane: Is there an umbrella group for multinationals in Ireland?

Public Accounts Committee: Business of Committee (8 Feb 2018)

David Cullinane: I wanted to raise a couple of issues relating to the third level sector. We have put quite a spotlight on this sector and published a report. Subsequently, we had a number of independent - I use that word advisedly - examinations into a number of issues. Outstanding is the Thorn review in Limerick. We have subsequently received new information that was on the front pages of some...

Public Accounts Committee: Business of Committee (8 Feb 2018)

David Cullinane: I do not think we would be doing our job if we did not examine any organisation on which €170 million of taxpayers' money is being spent. We ahad a very extensive discussion about recognising the independence of RTÉ. It is the national broadcaster and none of us wants to ask questions about the type of programmes it produces and why. That is entirely a matter for it. There is,...

Extreme Weather (Miscellaneous Provisions) Bill 2018: First Stage (7 Feb 2018)

David Cullinane: I move: "That the Bill be taken in Private Members' time."

Arts (Dignity at Work) (Amendment) Bill 2018: First Stage (7 Feb 2018)

David Cullinane: I move:That leave be granted to introduce a Bill entitled an Act to enable the Arts Council to ensure that funding is contingent on compliance with employment law and for that purpose to amend the Arts Act 2003; and to provide for related matters. I wish to share time equally with Deputy Tóibín. We need to create a safe culture and environment for those working in the arts sector....

Arts (Dignity at Work) (Amendment) Bill 2018: First Stage (7 Feb 2018)

David Cullinane: I move: "That the Bill be taken in Private Members' time."

Extreme Weather (Miscellaneous Provisions) Bill 2018: First Stage (7 Feb 2018)

David Cullinane: I move:That leave be granted to introduce a Bill entitled an Act to amend the Safety, Health and Welfare at Work Act 2005 to provide for the safety of employees during certain severe weather warnings issued by Met Éireann; to amend the Criminal Justice(Public Order) Act 1994 to provide for the protection of public safety and the safety of rescue service personnel during such a weather...

Ceisteanna - Questions: Official Engagements (6 Feb 2018)

David Cullinane: I will focus on the Taoiseach's address in the European Parliament and the meetings he attended in Strasbourg and will turn to the theme of Brexit, which dominated and underpinned both of those events. Downing Street has unfortunately restated its determination to leave the customs union and Single Market in the past 48 hours. Mr. Barnier stated yesterday that Britain will face unavoidable...

Ceisteanna - Questions: Departmental Priorities (6 Feb 2018)

David Cullinane: There are many priorities for the Taoiseach's Department in the coming year. I would imagine that the publication of the national planning framework and, more significantly, its implementation are massively important. My party has engaged very extensively with this process and we have made a number of detailed submissions. We know it is important that we get this right. We all want a...

Ceisteanna - Questions: Cabinet Committees (6 Feb 2018)

David Cullinane: In my party's view, the Government and the political parties in the Dáil need to get to grips with the reality that it is no longer tenable to speak rhetorically about Irish unity. The Taoiseach is right when he speaks about the provisions of the Good Friday Agreement. It provided a democratic and peaceful means of achieving Irish unity. If we want Irish unity, however, we must put...
