Jerry Buttimer: To be fair to the Minister, he explained the reasoning and rationale behind the delay in the Bill which he co-sponsored. I think the Senator is being unfair to the Minister in that regard. In the interests of balance we should hear from the Minister about that. We are on the same page concerning today's debate.
