- Seanad: Historic and Archaeological Heritage Bill 2023: Committee Stage (1 Mar 2023)
Victor Boyhan: To follow on, there may be a dispute. There could be circumstances where there might be a joint ownership arrangement or agreement in place but then, of course, there are financial implications of that and associated requirements. It will not all be dealt with in regulations or something else. It is an important issue.
- Seanad: Historic and Archaeological Heritage Bill 2023: Committee Stage (1 Mar 2023)
Victor Boyhan: I can think of six or seven of these historic monuments in my own locality within five minutes of my house. No one seems to be taking responsibility unless somebody rings up and complains. The OPW sometimes steps in. The local authority does it. It is not obliged to do it and it might not have any status, but it does it because it is in the heart of a community. It is an area that we may...
- Seanad: Historic and Archaeological Heritage Bill 2023: Committee Stage (1 Mar 2023)
Victor Boyhan: On the world heritage properties and the list, that is clearly prestigious. It is something we all want to be on and support in terms of our heritage, monuments and places. I know there are always applicants and a process to go through to get on it. It can take a long time. If it is possible at some stage, could we get a copy of the world heritage list and the applicants – the...
- Seanad: Historic and Archaeological Heritage Bill 2023: Committee Stage (1 Mar 2023)
Victor Boyhan: This relates to cultural objects. We had a problem earlier in the context of how broadly we consider culture. What we are discussing here is clearly an EU regulation. We have to be very grateful to the EU, particularly in the context of heritage protection and environmental protection. Clearly, it is EU Regulation No. 2019/880 that is being transposed in the legislation. I welcome that;...
- Seanad: Historic and Archaeological Heritage Bill 2023: Committee Stage (1 Mar 2023)
Victor Boyhan: I move amendment No. 47: In page 147, after line 39, to insert the following: “Report on alignment of development with protection and conservation 169.The Minister shall, within 12 months of the passing of this Act, lay a report before both Houses of the Oireachtas outlining a review of the proposals/objectives within the National Development Plan and their consistency with- (a)...
- Seanad: Historic and Archaeological Heritage Bill 2023: Committee Stage (Resumed) (1 Mar 2023)
Victor Boyhan: I hear what the Minister of State is saying. He used the phrase "additional reporting" but there cannot be too much reporting in relation to this. This is too important. As I said earlier, the amendment provides that within 12 months of the passing of the Act, the Minister would lay a report before both Houses of the Oireachtas. This is the Oireachtas, the national Parliament to which the...
- Seanad: Historic and Archaeological Heritage Bill 2023: Committee Stage (Resumed) (1 Mar 2023)
Victor Boyhan: I hear what the Minister of State is saying. I suggest that there is a lot of meat in this amendment and it is important. In that context, I will withdraw it now but reserve the right to resubmit it on Report Stage.
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Ambulance Service (1 Mar 2023)
Victor Boyhan: I thank the Minister of State, Deputy Burke. That concludes the first five Commencement matters, which he was scheduled to take. I thank him for the giving of his time to come here to deal with what was a number of varied topics, which we appreciate.
- Seanad: Historic and Archaeological Heritage Bill 2023: Committee Stage (1 Mar 2023)
Victor Boyhan: I note the Minister of State's response and given the amount of work we have to do here I will put the amendment.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Policy and Strategy (Resumed): Discussion (1 Mar 2023)
Victor Boyhan: Ms Gray, Ms Hurley and Mr. Carlin are very welcome. We had a fairly robust exchange at the previous meeting. In that context, we all recognise that we have a job to do. They are our guests and they are very welcome. I have just three or four questions and I will keep them directed to Ms Gray's opening statement rather than straying beyond that because that is fair and reasonable. I...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Policy and Strategy (Resumed): Discussion (1 Mar 2023)
Victor Boyhan: What is the latest on state aid rules? Do we know whether the application has been made to the EU yet? We heard it is being prepared but have not had confirmation or sight of it. Maybe others have a different view.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Policy and Strategy (Resumed): Discussion (1 Mar 2023)
Victor Boyhan: Coillte is awaiting an update but what is the Department telling it?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Policy and Strategy (Resumed): Discussion (1 Mar 2023)
Victor Boyhan: That has been said. What is the Department telling Coillte? We know there is engagement but where are we regarding state aid?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Policy and Strategy (Resumed): Discussion (1 Mar 2023)
Victor Boyhan: Is that what the Department is telling Coillte?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Policy and Strategy (Resumed): Discussion (1 Mar 2023)
Victor Boyhan: It is now March and this all affects planting. The timing is an issue. That is enough on that. I want to turn now to the Irish Strategic Forestry Fund. As has been confirmed, this involves a collaboration between Coillte and the Ireland Strategic Investment Fund, which is state-owned. It also involves the NTMA and Gresham House. When did Coillte inform the Government of its plans...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Policy and Strategy (Resumed): Discussion (1 Mar 2023)
Victor Boyhan: That is a direct response. I appreciate Ms Gray's directness. There is no ambiguity about it. Was there any informal discussion or an informal indication to a Minister or the Government that this was the route Coillte was pursuing?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Policy and Strategy (Resumed): Discussion (1 Mar 2023)
Victor Boyhan: Was there any informal discussion on the Gresham House investment, on which a deal has been done? That is not to pass any judgment on the deal at this point. Did Coillte indicate informally to the Government or any member thereof that it was going to pursue this route?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Policy and Strategy (Resumed): Discussion (1 Mar 2023)
Victor Boyhan: Did Coillte get the impression it was very supportive of it?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Policy and Strategy (Resumed): Discussion (1 Mar 2023)
Victor Boyhan: But they told us that after the event. I am not passing judgment on the Department or Coillte but just trying to establish the sequence.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Policy and Strategy (Resumed): Discussion (1 Mar 2023)
Victor Boyhan: I get that point. Let me wrap up on the question. Formally, the notification was on 16 December 2022 but there were informal engagements, conversations or little chats to the effect that Coillte was doing something of this type. That is grand; I am not passing judgment on it. Can we move on?
