Tommy Broughan: Before the Tánaiste assumed responsibility for the Department of Health and Children she was responsible in the Department of Enterprise, Trade and Employment for the safe pass legislation and for safety on building sites legislation. We read in today's newspapers that a safe pass is available for â¬50 in Dublin and a cartel appears to be operating in the system.
