Select Committee on Communications, Climate Action and Environment: Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage (3 Jun 2021)

Eamon Ryan: We had a good debate earlier and my mind has not changed. We do account for different sectors in different ways and have to account for every different greenhouse gas, each of which has different characteristics, but I think the Bill is appropriately structured. We have to look at our overall effort. Every sector will play its part to varying degrees and in varying ways. I do not support...

Select Committee on Communications, Climate Action and Environment: Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage (3 Jun 2021)

Eamon Ryan: The Oireachtas will have a critical role in this. The Government will report to the Houses and they will have a role in commenting and advising on the carbon budgets and other elements. However, the Government also has a key role. I do not believe it is appropriate to remove the phrase "the Government" in this instance. I do not support the amendment.

Select Committee on Communications, Climate Action and Environment: Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage (3 Jun 2021)

Eamon Ryan: We must not accept the amendment because the Bill shall be much stronger by sticking with "shall", which is a strong word to use in this context.

Select Committee on Communications, Climate Action and Environment: Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage (3 Jun 2021)

Eamon Ryan: I cannot accept the amendment. I keep coming back to the point that the Paris Agreement on climate is the overarching international legal structure. The agreement, through Articles 2 and 4, is very strong in its expression for climate justice and the fact those who are least responsible should not bear the greatest burden. I believe it is better to focus on those key articles as our...

Climate Action and Low Carbon Development (Amendment) Bill 2021: Motion (2 Jun 2021)

Eamon Ryan: I move: That, pursuant to Standing Order 187, it be an instruction to the Select Committee on Environment and Climate Action, in relation to the Climate Action and Low Carbon Development (Amendment) Bill 2021, that it has power to make amendments to the Bill which are outside the scope of the existing provisions of the Bill, in relation to amendments to: Part II of the Petroleum and Other...

Saincheisteanna Tráthúla - Topical Issue Debate: Broadband Infrastructure (2 Jun 2021)

Eamon Ryan: Based on the Deputy's earlier contribution, my understanding is that the local authority is looking at supporting ducting to connect the Eir network and that the local exchange is fibre-enabled. In a sense, this looks like a public-private partnership, in that Eir is a private company coming together with the library and the hub, which is on a former commercial premises. Supporting the...

Saincheisteanna Tráthúla - Topical Issue Debate: Road Safety (2 Jun 2021)

Eamon Ryan: I will come back in then.

Saincheisteanna Tráthúla - Topical Issue Debate: Road Safety (2 Jun 2021)

Eamon Ryan: I do not know how big the school is. I would be interested to know the numbers.

Saincheisteanna Tráthúla - Topical Issue Debate: Road Safety (2 Jun 2021)

Eamon Ryan: Okay, it is quite big.

Saincheisteanna Tráthúla - Topical Issue Debate: Road Safety (2 Jun 2021)

Eamon Ryan: They are not just coming from the village of Kealkill; they are coming from the wider area.

Saincheisteanna Tráthúla - Topical Issue Debate: Road Safety (2 Jun 2021)

Eamon Ryan: On the Pearson's bridge side.

Saincheisteanna Tráthúla - Topical Issue Debate: Road Safety (2 Jun 2021)

Eamon Ryan: I will make this point because I absolutely agree with the Deputy. We need to reduce the speeds and try to define the village as such. The roads serve the village and people who are driving through should realise they are going through a village area. There is also the issue of the wider road network in the area, however. In my mind, we want to be able to make it safe for our children...

Saincheisteanna Tráthúla - Topical Issue Debate: Road Safety (2 Jun 2021)

Eamon Ryan: If Cork County Council wants to take Kealkill as an example, I would very much support and encourage that and use it as a test case. As I said, if we saw that working in Kealkill, we could apply the lessons in Belgooly or other places that are very similar.

Saincheisteanna Tráthúla - Topical Issue Debate: Broadband Infrastructure (2 Jun 2021)

Eamon Ryan: I thank Deputy Flaherty for raising this issue. I recognise how vital telecommunications services are to citizens for so many aspects of their daily lives including remote working, studying and staying in touch with family members. These services have proved essential since the beginning of the Covid-19 pandemic and given the restrictions imposed nationally. Having local facilities such as...

Saincheisteanna Tráthúla - Topical Issue Debate: Road Safety (2 Jun 2021)

Eamon Ryan: I thank Deputy Cairns for raising this matter. As it happens, I know Kealkill well. I used to bring a lot of people up to the stone circles in Kealkill which are stunning and the school is just below that site. I know it well. That route to Cork is the one that everyone uses. It is a kind of rat run because it does not go through any town and is a relatively straight run all the way. It...

Written Answers — Department of Communications, Climate Action and Environment: Environmental Policy (2 Jun 2021)

Eamon Ryan: Peatlands are considered “Managed Wetlands” and are currently reported in Ireland’s national greenhouse gas emission inventory submissions to the EU and United Nations Framework Convention on Climate Change. While no specific targets for emissions and removals from land use currently exist, this will change with the application of a new EU land-use accounting system,...

Written Answers — Department of Communications, Climate Action and Environment: Climate Change Policy (2 Jun 2021)

Eamon Ryan: The EU Just Transition Fund is designed to support the most affected regions in EU Member States to meet the challenges associated with achieving the EU's climate targets for 2030 and climate neutrality by 2050. The Just Transition Fund will invest in specific projects that will contribute to alleviating the impact of the transition by financing the diversification and modernisation of...

Written Answers — Department of Communications, Climate Action and Environment: Exploration Industry (2 Jun 2021)

Eamon Ryan: I propose to take Questions Nos. 66 and 67 together. The commitment in the Programme for Government to ending the issuing of new licences for the exploration and extraction of oil and natural gas has been implemented by my Department and it will be given statutory effect by the Climate Action and Low Carbon Development (Amendment) Bill 2021. I do not intend to review or revisit this policy....

Written Answers — Department of Communications, Climate Action and Environment: Departmental Schemes (2 Jun 2021)

Eamon Ryan: My Department funds a number of SEAI grant schemes to support homeowners to improve the energy efficiency of their properties. Partial grants are available for individuals that can afford to contribute to the cost of upgrades as well as free energy efficiency retrofits for people at risk of energy poverty. €221.5 million in capital funding has been provided this year for SEAI...

Written Answers — Department of Communications, Climate Action and Environment: Programme for Government (2 Jun 2021)

Eamon Ryan: The Programme for Government provides for the development of a Solar Energy Strategy for rooftop and ground-based photovoltaics (PV) to ensure that a greater share of our electricity needs is met through solar power. A number of steps as part of our overall approach to solar energy are under way. The development of grid scale solar energy has been sharply accelerated in...
