Enda Kenny: It will take some time to see the real effect of these changes but it has been talked about for many years and at last we have a Minister who has put it together with a very fine report from Professor Higgins to see it is implemented in the interests of the patient, unlike the situation Deputy Adams would be aware of, where report after report gathered dust on shelves for years.
