Catherine Murphy: If we were to go through the heads of the Bill, something might be raised on the second head and we would have to wait for half an hour to come back to it. It does not seem to be a terribly efficient way. I get the point that there is an overarching issue as well. How can we accommodate that and yet be efficient in how we get through this?

Catherine Murphy: It is note 3 and it relates to the clean-up of Aughinish, which is under licence to the Environmental Protection Agency, EPA. I think the Comptroller and Auditor General audits the EPA. The licences are very important.

Catherine Murphy: The licence is very similar to that for landfill. There is a fairly rigorous regime to ensure that even if a company goes into liquidation or becomes bankrupt that, in theory, money is supposed to be there. Does that feature in terms of the audit, and making sure that such measures are properly in place or is it a separate process?

Catherine Murphy: Yes, I think it would be helpful because there is an ongoing issue in that location. I was on a committee in the previous Dáil that addressed the issue.
