- Misuse of Drugs (Supervised Injecting Facilities) Bill 2017: Report and Final Stages (30 Mar 2017)
Catherine Byrne: It is "review".
- Misuse of Drugs (Supervised Injecting Facilities) Bill 2017: Report and Final Stages (30 Mar 2017)
Catherine Byrne: Yes, the Deputy is correct. The word is "renewal".
- Misuse of Drugs (Supervised Injecting Facilities) Bill 2017: Report and Final Stages (30 Mar 2017)
Catherine Byrne: I did say that the pilot centre would be subject to ongoing monitoring and review.
- Misuse of Drugs (Supervised Injecting Facilities) Bill 2017: Report and Final Stages (30 Mar 2017)
Catherine Byrne: I wish to pick up on one or two points that have been made. I share Deputy Maureen O'Sullivan's concerns about communities that have been loaded in the past with facilities compared with other communities. The direction of this supervised injection centre is all about where the need is greater. That is why the HSE and the Department are engaged in a mapping process to try to identify where...
- Misuse of Drugs (Supervised Injecting Facilities) Bill 2017: Report and Final Stages (30 Mar 2017)
Catherine Byrne: I move amendment No. 9:In page 6, line 39, after “holder” to insert “or any person acting under the direction of the licence holder”. Section 9 provides an exemption for licence holders from a liability in respect of the provision of an injection centre and for any assistance, advice or care provided to an authorised user. This will include any servants or agents...
- Misuse of Drugs (Supervised Injecting Facilities) Bill 2017: Order for Report Stage (30 Mar 2017)
Catherine Byrne: I move: "That Report Stage be taken now."
- Misuse of Drugs (Supervised Injecting Facilities) Bill 2017: Report and Final Stages (30 Mar 2017)
Catherine Byrne: With all due respect to Deputy O’Sullivan, I do not consider that this amendment is necessary nor that it adds anything further to the Bill, since under this section the Minister is already enabled to consult with local drugs and alcohol task forces when determining whether to grant a licence. Under section 3(2), as published, the Minister is not restricted to the stakeholders that...
- Misuse of Drugs (Supervised Injecting Facilities) Bill 2017: Report and Final Stages (30 Mar 2017)
Catherine Byrne: I may have misunderstood what Deputy O'Sullivan said in the beginning. Amendment No. 7 was ruled out of order, even though the Deputy spoke on it.
- Misuse of Drugs (Supervised Injecting Facilities) Bill 2017: Report and Final Stages (30 Mar 2017)
Catherine Byrne: I gave the response to that amendment. It will be down to the people who will be charged with running the centre to determine the use of the centre. That will come out in the consultation process, when there will be an opportunity to make clear how the persons or place will be determined by those who are going to run the centre. They will continue to brief people, in public consultation,...
- Misuse of Drugs (Supervised Injecting Facilities) Bill 2017: Report and Final Stages (30 Mar 2017)
Catherine Byrne: I move amendment No. 6:In page 6, line 21, to delete “centre” and substitute “facility”. This amendment will correct a typo in the current version of the Bill where the term supervised injecting centre has been used incorrectly. This should read as supervised injecting facility; the term defined in section 1 of the Bill.
- Seanad: Commencement Matters: Health Services (30 Mar 2017)
Catherine Byrne: On behalf of the Minister, Deputy Harris, I thank the Senator for raising this issue. At the outset, I would like to assure the House that the Government is committed to enhancing primary health care services, including GP services, throughout the country. The development of primary care is central to the Government's objective to deliver a high quality, integrated and cost-effective health...
- Seanad: Commencement Matters: Health Services (30 Mar 2017)
Catherine Byrne: I again thank the Senator. Unfortunately, I do not have some of the information he is looking for but I will come back to him.
- Seanad: Commencement Matters: Health Services (30 Mar 2017)
Catherine Byrne: I will come back to the Senator. There is a clear answer. The Minister has outlined and explained about the GP services. The Senator made it clear in his opening statement that there is a need for GPs in rural areas. Unfortunately, for whatever reason, GPs are not attracted to rural areas in some cases. The Government cannot force GPs to go into rural areas to become part of a practice.
- Seanad: Commencement Matters: Health Services (30 Mar 2017)
Catherine Byrne: There is a clear indication from the Minister's reply that the HSE and the Department are doing everything to enhance training for GPs and to bring more GPs into the service. That is something we all welcome. I will get the Minister's office to come back to the Senator on the review for the past three months and what the accomplishments have been. It is not fair to say that the people do...
- Seanad: Commencement Matters: Health Services (30 Mar 2017)
Catherine Byrne: I do not agree with Senator Gavan on that one-----
- Seanad: Commencement Matters: Health Services (30 Mar 2017)
Catherine Byrne: -----and neither does the Minister. I will come back to the Senator on the various points which I have made note of and I will relay them back to the Minister's office.
- National Children's Hospital: Motion [Private Members] (29 Mar 2017)
Catherine Byrne: I thank Members for raising this matter and for their considered contributions. It is clear from the debate that this House shares a commitment and determination, as does the Government, to ensure that the children in Ireland and of Ireland and their families can access world-class health services as soon as possible. I am sad to say that I myself am sick to the stomach of trying to...
- National Children's Hospital: Motion [Private Members] (29 Mar 2017)
Catherine Byrne: I will respond to one or two of the issues that have been raised around parking, which has been raised by a lot of people. Contrary to what has been said, there will be 675 spaces provided for families based on the current project's future demands. There will be 325 spaces for staff. That is a total of 1,000 spaces, three times the current number of parking spaces for the existing...
- National Children's Hospital: Motion [Private Members] (29 Mar 2017)
Catherine Byrne: Yes, he will have a few minutes.
- National Children's Hospital: Motion [Private Members] (29 Mar 2017)
Catherine Byrne: I wish to emphasise the work that is being done on the ground by the project team, particularly in the community and in schools, to encourage young people who may not have even considered an employment role in a hospital on a health care basis, whether doctors, nurses or any other type of carer, and who will now have the opportunity to be employed locally. I believe that is a real positive...
