Emmet Stagg: We have considered the time allotted for the Bill and consider it adequate for the requirements. There is general agreement across the floor of the House on the Bill so there is no need for a guillotine. The new Whip has been very successful in getting legislation through the House without the use of a guillotine and I ask him to revert to such practice.
