Easing of Covid-19 Restrictions: Statements (2 Feb 2022)

Patricia Ryan: I welcome the easing of restrictions but for some in society this is a huge cause for concern. We have already seen our older people left out of Government announcements, particularly those living in nursing homes. The Government has been slow to consider their needs. Those who are medically vulnerable and those with suppressed immune systems have been left to fend for themselves. I urge...

Committee on Budgetary Oversight: Indexation of Taxation and Social Protection System: Discussion (Resumed) (2 Feb 2022)

Patricia Ryan: I thank everybody for their contributions. I apologise for having had to step out earlier. If I ask a question that has already been asked, I will check the proceedings and get the answer to it. I would like to know what base measures should be used to calculate indexation and whether the triple-lock measure is the best there is or whether there is a better way.

Committee on Budgetary Oversight: Indexation of Taxation and Social Protection System: Discussion (Resumed) (2 Feb 2022)

Patricia Ryan: I asked whether there was a better way than the triple-lock. However, I am going to move on and say that there have been calls for an independent body similar to the Low Pay Commission to oversee indexation. Would the ESRI support such a body and what approach should it take?

An tOrd Gnó - Order of Business (1 Feb 2022)

Patricia Ryan: I wish everyone a happy St. Brigid's day. I welcome the pandemic bonus payment. However, when will it be made and will the Government commit to including workers in organisations funded under sections 38 and 39 of the Health Act 2004 and those in receipt of carers allowance?

Higher Education Authority Bill 2022: Second Stage (Resumed) (27 Jan 2022)

Patricia Ryan: Our higher education system needs reform. Unfortunately, this Bill is a missed opportunity to take the necessary action. It is welcome that this legislation will revoke the existing Higher Education Authority Act 1971, which is now over 50 years old. The legislation is an opportunity to reform the law in this area and to include progressive policies within the objectives of the Higher...

National Broadband Plan: Statements (27 Jan 2022)

Patricia Ryan: I looked at NBI's website earlier this week and the statistics on it are underwhelming. Almost 300,000 premises have been surveyed; 250,000 completed; more than 150,000 premises are under construction or constructed; and 55,000 premises are available for order. Apparently, 450 BCPs have been installed. However, we have learned from "Prime Time" in the past month or so that there are just...
