- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Practice (Amendment) Bill 2021: Discussion (Resumed) (20 Oct 2021)
Paul Daly: I know I am repeating myself but the VCI's code of professional practice stated what I have just read out.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Practice (Amendment) Bill 2021: Discussion (Resumed) (20 Oct 2021)
Paul Daly: That was the VCI's code of practice but it was not enacting that.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Practice (Amendment) Bill 2021: Discussion (Resumed) (20 Oct 2021)
Paul Daly: Perception is dangerous but because of the VCI's code of professional practice it was perceived that it was the regulator of ownership. Does Ms Muldoon see where I am coming from when I say that the VCI deregulated ownership by changing its code of professional practice? There is nobody there to regulate it now and the VCI previously had it in its code of practice. Rightly or wrongly it...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Practice (Amendment) Bill 2021: Discussion (Resumed) (20 Oct 2021)
Paul Daly: Does Ms Muldoon appreciate the need for the regulation of ownership, irrespective of what that regulation says? Is there a need for the regulation of owners, aside from the professional practitioners the VCI regulates?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Practice (Amendment) Bill 2021: Discussion (Resumed) (20 Oct 2021)
Paul Daly: Has the VCI had any issues with the area it regulates; with practitioners, nurses or vets, who are employed by corporate practices?
- Seanad: An tOrd Gnó - Order of Business (19 Oct 2021)
Paul Daly: I second Senator Murphy's proposed amendment to the Order of Business. In doing so, I compliment him on the great work he has put into that issue. He has come up with a very common-sense approach to what is an ongoing issue. I will raise an issue that both the Leas-Chathaoirleach and the Cathaoirleach will possibly tell me before I am finished is more appropriate to a Commencement matter,...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Directive, Water Quality and Pollution: Discussion (13 Oct 2021)
Paul Daly: I thank the representatives from the EPA for attending the meeting today and for their submission to the committee. Many of the issues I was curious about at the start of the meeting have been addressed by other members, so I will not go back over old ground. I have two questions. The second is one I will probably have to make a statement on to explain what I am coming at, but I stress I...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Directive, Water Quality and Pollution: Discussion (13 Oct 2021)
Paul Daly: I welcome the officials from the Departments. I have a few brief questions. The first requires a "Yes" of "No" answer and that will determine where I go from there. In the draft nitrates programme we have at present, is the condition regarding the short-term rental of land over 30 km from home only for derogation farms or is it across the board, if it were included in the final document?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Directive, Water Quality and Pollution: Discussion (13 Oct 2021)
Paul Daly: If it is going to be included and will be across the board, can Mr. Nolan not see the consequences of that? For example, I am from the midlands and there are many farmers with small or very poor quality holdings in areas in the west of Ireland who come to the midlands and rent land around us. That is the majority or largest part of their holdings. If that could not be considered for them,...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Directive, Water Quality and Pollution: Discussion (13 Oct 2021)
Paul Daly: I hope it is given consideration. The witnesses can see the implications it would have for the example I have given.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Directive, Water Quality and Pollution: Discussion (13 Oct 2021)
Paul Daly: I also appreciate the example Mr. Nolan has given. I know that probably is happening, but there are genuine cases where it would be detrimental.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Directive, Water Quality and Pollution: Discussion (13 Oct 2021)
Paul Daly: I also have a couple of questions which I put to the representatives of the EPA when they were before the committee. The first is for the Department of Housing, Local Government and Heritage officials. This issue was raised with me by a frustrated farmer who is abiding by all the conditions. His land abuts the road and there is a stream going through it. The local authority rocked up and...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Directive, Water Quality and Pollution: Discussion (13 Oct 2021)
Paul Daly: I agree with everything Mr. Nolan said. There are no cattle inside today and it is the middle of October, but I had cattle inside at the end of August a couple of years ago. Mr. Nolan knows what I mean. There has to be give and take on this issue also. I am on Mr. Nolan's side and I agree with most of what he is saying. However, one can have the storage, but it depends on when one has to...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Paul Daly: What Dr. Corkery is talking about is going the legal route. If a farmer is going to the North, they are not going the legal route; let us call a spade a spade. No vet will be involved. A farmer will walk into a licensed merchant in the North, buy a gallon of dosing liquid, put it in the boot of the car and come home. It will be administered and not recorded. That is what I am talking...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Paul Daly: I prefaced what I said by saying that I knew it was illegal. However, we need to try to put up the barriers at the earliest juncture possible to avoid illegal trading. The point I am making is what we are doing here is promoting illegal trading.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Paul Daly: I am not talking about illegal medicines. I am talking about the very same product that I can buy locally but just buying it in the North. The product is not illegal but where I buy it is illegal. I am talking about using the very same product, but it is a question of where I source it.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Paul Daly: I beg to differ on that.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Paul Daly: Is it not true to say that Sweden and Denmark have the best results?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Paul Daly: Are new state aid rules not common across the entire Union? How can they do it in other countries?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Paul Daly: With respect, I am concentrating on the dispensing of antiparasitic medicine. Where are we on that between now and January?
