Vote 42 - Rural and Community Development
Report of the Accounts of the Public Services 2021
Chapter 6: Central Government Funding of Local Authorities
(30 Mar 2023)

Imelda Munster: I want to follow on from what Deputy O'Connor was asking, and I know Ms Hurley said there are stringent criteria and checks and balances in place now. How confident would Ms Hurley be that those additional controls are sufficient? I know the Department recouped the money and I was interested to hear Ms Hurley say that, but local authority management or directors of services etc. would have...

Chapter 6: Central Government Funding of Local Authorities
(30 Mar 2023)

Imelda Munster: I am curious the Department adopted that view because for the individual responsible there was no punishment, for want of a better word, and that person was not held accountable. That is worrying because it sends a message. One can imagine a local authority somewhere believing it can divert that funding and use it for a certain thing and, if it is caught, the only reprimand is the...

Imelda Munster: I want to talk about LEADER programme funding. From 2023 to 2027, it appears this funding will be equivalent to that provided in the 2014 to 2020 period, at €35 million per year on average. Does that represent a cut in real terms?

Chapter 6: Central Government Funding of Local Authorities
(30 Mar 2023)

Imelda Munster: The local development network has called for funding to be significantly increased and has questioned the Government’s capacity to deliver on the ambitions in Our Rural Future, the rural strategy. How does Ms Hurley rate the funding delivered to local development companies, compared to what they feel needs to be provided?

Chapter 6: Central Government Funding of Local Authorities
(30 Mar 2023)

Imelda Munster: They say to reach the ambitions in Our Rural Future, the funding is not there. Based on the rural strategy, the funding is not sufficient to achieve those goals.

Imelda Munster: I have one further question, which is on the Government’s decision not to re-establish the island-specific local action group in this programme. The island community and its representatives have called for that. What was the basis for that decision?

Imelda Munster: The Secretary General can understand their concerns. For an island off Galway, for example, the budget is going to Galway and the concern is that the island is so far removed that it will not be included. With the island-specific group, they felt they were getting their fair cut.

Written Answers — Department of Children, Equality, Disability, Integration and Youth: Tourist Accommodation (30 Mar 2023)

Imelda Munster: 10. To ask the Minister for Children, Equality, Disability, Integration and Youth the number of tourist accommodation centres and hotels currently under contract with the Department of Children, Equality, Disability, Integration and Youth that are expected to revert to the tourism trade for this year's tourist season; and if he will make a statement on the matter. [8565/23]

Joint Committee on Tourism, Culture, Arts, Sport And Media: Challenges Facing Providers of Tourist Accommodation in Ireland: Discussion (29 Mar 2023)

Imelda Munster: I welcome the witnesses and thank them for attending. I will start with Mr. Ó Lionáin or Ms Gleeson. Representatives of the Department of Children, Equality, Disability, Integration and Youth appeared before the Committee of Public Accounts three or four weeks ago in the context of the Ukrainian crisis and accommodation. They stated that the contracts of 141 hotels were due to...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Challenges Facing Providers of Tourist Accommodation in Ireland: Discussion (29 Mar 2023)

Imelda Munster: Yes, it would be good to find out the renewal rates and get some figures for how many beds will not be released to tourism from the end of March and throughout the high season. That would help us gauge what effect it is going to have.

Joint Committee on Tourism, Culture, Arts, Sport And Media: Challenges Facing Providers of Tourist Accommodation in Ireland: Discussion (29 Mar 2023)

Imelda Munster: That does not bode well for tourism for the summer season. I acknowledge there is a crisis but no other plans seem to be coming from the Government, or at least I have not heard of any, to move refugees out of the hotel system and into alternative accommodation. In his opening statement, Mr. Kelly stated Fáilte Ireland had flagged the increase in the frequency and scale of price...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Challenges Facing Providers of Tourist Accommodation in Ireland: Discussion (29 Mar 2023)

Imelda Munster: I accept that Fáilte Ireland is doing all it can. One reason I asked the question relates to the fact the IHF’s statement made no mention of anything its members are doing to combat that. It stated that“60% of hoteliers report that forward bookings from Great Britain are still down on pre-Covid levels” and that circumstances are also challenging for the rest of...
