Billy Kelleher: I have no difficulty with the concept. However, I think we are becoming overly prescriptive in an area where legislation will be required thereafter. We are tying the hands of the Legislature. This is requesting a compassionate way of dealing with a diagnosis of fatal foetal abnormality. To do anything beyond that would make it difficult for legislators to address.

Billy Kelleher: In the interest of clarity, my party has been very co-operative with this committee and constructive but its members are acting as individuals on this matter. I say that for the benefit of Senator Mullen. He may not be aware that members of the Fianna Fáil Party have a free vote and we are acting as individuals on these matters. I know that he was not being mischievous.
