Vote 24: Justice and Equality
(26 Apr 2018)

David Cullinane: Sorry, I am not finished. There should be something in the service level agreement that if the people who live in those centres want to interact with the democratically-elected people in the areas where they live, they should be able to do so.

Public Accounts Committee: 2016 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Chapter 13 - Development of ICT Systems by the Department of Justice and Equality
Vote 24: Justice and Equality
(26 Apr 2018)

David Cullinane: If Ms Phillips does not disagree then it is a matter that can be addressed because it is not in the service level agreement. Second, at the time of the local election I posted correspondence addressed to each individual resident, all of which was binned. That was confirmed to me. Perhaps Mr. Dowling can answer how someone can post something to someone who lives in one of these reception...

Chapter 13 - Development of ICT Systems by the Department of Justice and Equality
Vote 24: Justice and Equality
(26 Apr 2018)

David Cullinane: I want to make one last point. Deputy Jonathan O'Brien said that we have more refugees coming into the system because thankfully we are taking in some of the Syrian refugees. The asylum process can be very slow. Is it the case that that is increasing the cost for direct provision and that if we put more resources into fast-tracking the applications, that would reduce the cost? If we are...

Chapter 13 - Development of ICT Systems by the Department of Justice and Equality
Vote 24: Justice and Equality
(26 Apr 2018)

David Cullinane: I will not get back to the meeting, so I want to reiterate that none of the questions that we put are personal to Mr. Dowling or Ms McPhillips. I want to wish Ms McPhillips well in whatever she does.

Nurses' and Midwives' Pay and Recruitment: Motion [Private Members] (25 Apr 2018)

David Cullinane: I commend Teachta O'Reilly on tabling this motion, which deals with the retention and recruitment of nurses specifically but it could apply to many healthcare professionals working in our acute health services. The Minister of State knows that, along with the housing crisis, the issue of the retention and recruitment of nurses has been with us for a very long time. When the Minister of...

Topical Issue Debate: Brexit Issues (25 Apr 2018)

David Cullinane: While I do not have any difficulty with the Tánaiste carrying out business in the North, when a Deputy requests statements and is asked to submit a Topical Issue instead, he or she expects the Minister to be available. We could have had this discussion with the Minister tomorrow or next week. Notwithstanding that, the Minister of State is correct that the backstop is workable. Sinn...

Topical Issue Debate: Brexit Issues (25 Apr 2018)

David Cullinane: Yesterday, on the Order of Business, I called for statements on Brexit, given reports which have been published, and in some cases leaked, in recent times. I was told that was not possible, but if I tabled a Topical Issue matter, the issue would be heard. However, there is no sign of the Minister with responsibility for this area. That is an absolute disgrace. The Tánaiste and...

Order of Business (24 Apr 2018)

David Cullinane: Not agreed. The Taoiseach knows that today's London edition of The Timescontains an article concerning a leaked internal EU memorandum written by EU officials about the backstop arrangement that the Taoiseach described in December as "cast-iron". That memorandum casts doubt on the viability of the backstop arrangement.

Order of Business (24 Apr 2018)

David Cullinane: I am calling for time to be put aside for statements on this issue and on Brexit and for an update from the Taoiseach. It is important-----

Order of Business (24 Apr 2018)

David Cullinane: I would not be flippant if I were the Taoiseach because these are very serious issues. I am simply seeking statements. The Taoiseach came into this Chamber last December and said he had a cast-iron guarantee.
