Mary Harney: It is hard to argue against the Senators' points. Much of this was done with a view to making it easy for people who wish to make a complaint from a patient safety perspective. However, I accept the need to be fair. Even a complaint that never ends up in a fitness to practice inquiry or that simply goes to a preliminary hearings committee can cause much upset. I will examine this matter.
