- Ceisteanna Eile - Other Questions: Social Welfare Payments (24 Oct 2023)
Michael Moynihan: At a meeting of the Joint Committee on Disability Matters last week, we got a briefing from the Minister's officials, for which we are very grateful, on the concept of the disability Green Paper. Like everything, there are anomalies in the system, some of which relate to household income being taken into account where a person with a disability lives in the house. There is a disregard, and...

- Ceisteanna Eile - Other Questions: Social Welfare Eligibility (24 Oct 2023)
Michael Moynihan: Does the Department have any plans to extend the payment of carer's benefit beyond 104 weeks? Many people go on the benefit to look after a parent, partner or child who has become chronically sick, and that care often must continue for longer than 104 weeks. These people may have years of stamp contributions.
- Ceisteanna Eile - Other Questions: Social Welfare Eligibility (24 Oct 2023)
Michael Moynihan: I thank the Minister and congratulate her on the disregard increases she has introduced and the amount of work she has done in facilitating the carer's means test. I am fully aware of the work that had to be done to get those figures together. Well done to her on that. She referred to an interdepartmental group. There are a number of issues it could look at. The Minister said the...

Michael Moynihan: 4. To ask the Taoiseach when the Cabinet committee that deals with disability will next meet. [42584/23]
- Ceisteanna - Questions: Cabinet Committees (18 Oct 2023)
Michael Moynihan: Several issues arise. The Taoiseach mentioned respite and residential places. Service providers, predominately section 39 organisations, used to apply to what is now the Department responsible for the environment, and now apply to the Department responsible for housing, under the capital assistance scheme, CAS, for funding. Many find it cumbersome and difficult to access funding where...

- Joint Oireachtas Committee on Disability Matters: Implementation of Inclusive Education in Schools: Department of Education (18 Oct 2023)
Michael Moynihan: There are a number of issues I wish to raise. The NCSE comes from the policy section in the Department. Over the past number of years, there had been great engagement with SENOs on making decisions in the principal's office after being out in the school. That power seems to have waned. I am aware that SENOs are under tremendous pressure and are covering a great deal but there are now more...
- Joint Oireachtas Committee on Disability Matters: Implementation of Inclusive Education in Schools: Department of Education (18 Oct 2023)
Michael Moynihan: Before Mr. Hanlon takes that question, as a public representative engaging with parents and schools for a long number of years, I would have to say that the new system since 2017 is more frustrating for parents and for schools. There is not a battle, but a discomfort between the SENO and the boards of management or the school management because they perceive that there is not enough...

- Joint Oireachtas Committee on Disability Matters: Implementation of Inclusive Education in Schools: Department of Education (18 Oct 2023)
Michael Moynihan: I will liaise with the Department on that. Finally, from the point of view of social inclusion and additional needs, are the officials constantly in contact with the building unit? The biggest challenge we have is post-primary. As I see it, going into the future it will be a major issue. Ms Mannion might say a word on how she engages with the building unit for any schools that are...
