It is a briefing note for a meeting with the CEO and the chairman of IBRC. It talks about "a clear example of IBRC's lack of regard for the Minister's wishes". This was in July 2012. The Department's briefing note is really outlining the total disregard that IBRC had at that time for the Department and for the Minister.
