Martin Browne: I know the target is 70%. This is where I blame the Department. The Department should not be giving 100% of a levy and asking somebody to do 70% of the work when there are other people out there. Mr. Moloney also mentioned that they had hit 88% or 90%. How often has that been achieved over the past five years?
