Victor Boyhan: Hang on. We will not get into this argument but I make the point that this is a highly skilled area of expertise and we cannot be skilled in everything. We are not jacks of all trades. There is a real requirement to have someone who is highly skilled in place. That may be done through the appointment process of how that person is picked. Mr. Mandal said they are concerned about the roles of both the Office of the Planning Regulator, OPR, and An Bord Pleanála as independent entities.
