Trevor Ó Clochartaigh: I am not contesting the ruling of the Chair. Last night, the Minister and the Government Senators told us that this Bill covers 26 of the 170 recommendations. I want to make sure I do not waste time later in this debate. I want to focus on the elements of the Bill that relate to the recommendations of the working group that was set up by the Minister of State.

Trevor Ó Clochartaigh: For the record, I do not think it is clear which recommendations are included and which are not. This Bill has come to the House at a very late stage. The Government has already proposed more than 150 amendments to it. I would like to put it on the record that where exactly we stand is anything but clear.
