Joint Oireachtas Committee on Health: HSE National Service Plan 2022: Discussion (18 May 2022)

Seán Kyne: There is a growing population on the outskirts of Galway city and we have lost a GP from Oughterard. There were two before but now there is only one. There is an ongoing challenge in terms of the existing capacity and the lack of availability of outside assistance under Westdoc. I am not sure who it was who said at a previous meeting that there are particular challenges in Galway and the west.

Joint Oireachtas Committee on Health: HSE National Service Plan 2022: Discussion (18 May 2022)

Seán Kyne: I have contacted Westdoc and am waiting for a comprehensive update.

Joint Oireachtas Committee on Health: HSE National Service Plan 2022: Discussion (18 May 2022)

Seán Kyne: Going back to the issue with emergency departments, will Mr. Reid indicate whether the HSE is committing to a hands-on approach to ensure what has been promised will be delivered? There are three major projects set out under Project Ireland 2040 relating to the Saolta University Health Care Group, including one at University Hospital Galway. Is Mr. Reid committing to taking a hands-on...

Joint Oireachtas Committee on Health: HSE National Service Plan 2022: Discussion (18 May 2022)

Seán Kyne: Is Mr. Reid confident that everybody is singing from the one hymn sheet on the delivery of the emergency, maternity and paediatrics services?

Joint Oireachtas Committee on Health: HSE National Service Plan 2022: Discussion (18 May 2022)

Seán Kyne: This issue was touched on earlier but I want to put on record my support for the concerns expressed by medical scientists, a number of whom have contacted me. They say that the action has been taken following a ballot last November in which 98% voted in favour of taking action, that up to 20% of approved medical scientist posts are unfilled in public hospitals, that medical scientists carry...

Joint Committee on the Irish Language, the Gaeltacht and the Irish Speaking Community: Tuairimí an Aosa Óg: Plé (18 May 2022)

Seán Kyne: Cuirim fáilte roimh na daltaí ó trasna na tíre, go mór mór daltaí Choláiste na bPiarsach ó Ros Muc i gConamara. Bhí mé ag éisteacht ó m'oifig leis an méid a bhí le rá acu go léir. Tá tuairimí an-suimiúil curtha in iúl acu. Tá sé ráite ag an Teachta Connolly go mbeidh...

Joint Oireachtas Committee on Health: New National Maternity Hospital: Discussion (Resumed) (16 May 2022)

Seán Kyne: I thank Mr. Menton for his opening statement and I welcome the witnesses. I acknowledge the unambiguous clarity about church involvement. It is clear from Mr. Menton's statement that he believes there is no religious involvement in the running of St. Vincent's now and there has not been for some time. He stated that after 175 years of ownership by the Religious Sisters of Charity, the...

Joint Oireachtas Committee on Health: New National Maternity Hospital: Discussion (Resumed) (16 May 2022)

Seán Kyne: When was there last involvement in the operations by the Religious Sisters of Charity?

Joint Oireachtas Committee on Health: New National Maternity Hospital: Discussion (Resumed) (16 May 2022)

Seán Kyne: Okay. I thank Mr. Menton. When was the last time the Department of Health, on behalf of Government, approached St. Vincent's about the purchase of the land? When was it finally accepted that was not going to happen? Does Mr. Menton know the date?

Joint Oireachtas Committee on Health: New National Maternity Hospital: Discussion (Resumed) (16 May 2022)

Seán Kyne: I thank Mr. Menton for that. The two issues I have outlined are two of the main sticking points in this whole debate. As public representatives we receive correspondence and obviously there is much media focus on these two particular issues. Is there anything additional Mr. Menton can provide as reassurance to satisfy the concerns people have about ownership and religious ethos?

Joint Oireachtas Committee on Health: New National Maternity Hospital: Discussion (Resumed) (16 May 2022)

Seán Kyne: Okay. Does anyone else wish to reply?

Joint Oireachtas Committee on Health: New National Maternity Hospital: Discussion (Resumed) (16 May 2022)

Seán Kyne: The term "clinically appropriate" has again been raised by many. There have been discussions regarding a codicil or addendum. Has the group had any involvement, sight of it or discussions on that over the past fortnight, since the Cabinet originally postponed the decision?

Joint Oireachtas Committee on Health: New National Maternity Hospital: Discussion (Resumed) (16 May 2022)

Seán Kyne: I thank the Chairman.

Seanad: Nithe i dtosach suíonna - Commencement Matters: Special Areas of Conservation (12 May 2022)

Seán Kyne: I thank the Cathaoirleach's office for choosing this Commencement matter this morning. I welcome the Minister of State, Deputy Burke, to the Chamber. The Connemara Bog Complex is a very large site of approximately 50,000 ha. It covers the majority of the south Connemara lowlands in County Galway. The site is bounded to the north by the Galway-Clifden road, the N59, and to the south, it...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Special Areas of Conservation (12 May 2022)

Seán Kyne: No problem. I thank the Minister of State for his comprehensive reply on behalf of the Department. It deals quite clearly with the process to date on where we are. It states that the appeals process is now concluded and the site has moved to the final stages of the process, which requires the publication of the statutory instrument formally designating the site. There is a certainty and I...

Seanad: An tOrd Gnó - Order of Business (11 May 2022)

Seán Kyne: I welcome the Deputy Leader. This morning, I want to speak on community facilities. I welcome the Government fund that has been launched by the Minister for Rural and Community Development, Deputy Humphreys. There are three categories, the first being for small-scale projects and improvements to facilities worth between €10,000 and €25,000. The second category is for...

Joint Oireachtas Committee on Health: New National Maternity Hospital: Discussion (11 May 2022)

Seán Kyne: I thank Mr. Devane. My next question is for Mr. O'Donoghue. If I was in a position to buy a home out in the country, and if I wished to see that passed on to future generations, or loved ones or relations, I would prefer a freehold title to a leasehold title. That is just a layperson's view. What rights does the State have after 200 years or 250 years in extending the leasehold on the new...

Joint Oireachtas Committee on Health: New National Maternity Hospital: Discussion (11 May 2022)

Seán Kyne: On the letter of dissent from the two board members, they gave a clear view on the separation of church and State and that it would be better if the State owned the land on which the hospital was built. With regard to the transfer of shares that has taken place since the original board decision on 4 March, was this part agreed to in the Mulvey process? Was there push back on this or were...

Joint Oireachtas Committee on Health: New National Maternity Hospital: Discussion (11 May 2022)

Seán Kyne: To reply to the Minister, I am convinced, but the issue is that two members of the board were not convinced. They are both medics so they have an expertise in it. That is the point regarding their letter of dissent from yesterday.

Joint Oireachtas Committee on Health: New National Maternity Hospital: Discussion (11 May 2022)

Seán Kyne: I welcome the Minister and witnesses. I know they have had a long session. I acknowledge that the Minister mentioned in his opening statement the six points and the proposal we are discussing this morning meets all those goals and provides those reassurances. As members of the committee, we received correspondence from two members of the board yesterday who dissented from the decision....
