Section 38 - Agencies Remuneration (19 Dec 2013) Robert Dowds: I am staggered that Dr. McLoughlin only became aware of this issue in May 2012 because, according to my information, between February and October 2011 the Department of Health wrote to the HR department of the HSE on five occasions to establish the level of compliance by section 38 agencies. The HSE replied only to two of the five letters. Surely, alarm bells should have been going off....

Section 38 - Agencies Remuneration (19 Dec 2013) Robert Dowds: Why did the Department of Health not pursue the HSE when it did not reply to three of its five letters? When this was happening, the country was under huge pressure. We were all being asked to take pay cuts and I would have thought it was obvious that it would have greatly upset people to see that there were people who were not complying, particularly when they were on very senior salaries.

Section 38 - Agencies Remuneration (19 Dec 2013) Robert Dowds: Why has this practice continued, given that the HSE wrote to them? Why are we still having to deal with this issue more than two years later? Surely the HSE could put a screw on any voluntary organisation getting funding from it. He who pays the piper is supposed to call the tune; therefore, the HSE was in a very strong position to ensure compliance on the part of all of the agencies it...

Section 38 - Agencies Remuneration (19 Dec 2013) Robert Dowds: I will waive my questions at this stage.
- Public Accounts Committee: Business of Committee (19 Dec 2013)
Robert Dowds: It would be a good exercise to see how these organisations which are receiving taxpayers’ money are operating. Naturally, we cannot have respresentatives of every organisation attend the committee. Another organisation that has been mentioned to me since is St. Michael’s House.
- Public Accounts Committee: Business of Committee (12 Dec 2013)
Robert Dowds: On a different issue, the Secretary General of the Department of Public Expenditure and Reform promised to give me an answer on possible sales of land by Coillte that may not have been authorised by the Government. That was about two or three months ago and I would like a reply from him.
- Public Accounts Committee: Business of Committee (12 Dec 2013)
Robert Dowds: As the person with the closest contact with staff in parts of the CRC I agree with the previous speakers who have called for the resignation of the board. It is really important in terms of the integrity of the CRC that it would happen as soon as possible. I agree with the points made about the knock-on effect on the charity sector generally. I also agree that Mr. Conlon should be...
- Public Accounts Committee: Business of Committee (12 Dec 2013)
Robert Dowds: I am interested to hear that. I asked the Central Remedial Clinic, CRC, representatives a question about the provision of adult services in the west Dublin area. Would the clerk mind writing a note reminding it that we expect a detailed answer on that?
- Public Accounts Committee: Business of Committee (12 Dec 2013)
Robert Dowds: On correspondence, did the Chairman receive an e-mail from me requesting that various other voluntary groups be brought in?
- Public Accounts Committee: Business of Committee (12 Dec 2013)
Robert Dowds: It will be mentioned next week.
- Bethany Home: Motion (Resumed) [Private Members] (11 Dec 2013)
Robert Dowds: I regret having to speak on this motion, as it refers to another sorry tale from our past of how women in particular who were out of kilter with the accepted norms of society in the first half of the 20th century were treated. In certain respects, the story of Bethany Home undoubtedly has similarities with the story of the conditions that women in Catholic institutions went through. It is...

Robert Dowds: I am aware of that and I welcome it.
- Public Accounts Committee: Section 38 - Agencies Remuneration (11 Dec 2013)
Robert Dowds: What services are provided elsewhere in the organisation for adults?
- Public Accounts Committee: Section 38 - Agencies Remuneration (11 Dec 2013)
Robert Dowds: Moving on to the Friends and Supporters of the Central Remedial Clinic, like other questioners I am concerned about the overlap between the two organisations. What are the names of the board members of the Friends and Supporters of the Central Remedial Clinic? Mr. Nugent mentioned he is a board member.
- Public Accounts Committee: Section 38 - Agencies Remuneration (11 Dec 2013)
Robert Dowds: Who from the CRC is on the current board? Is it the list of the governors, which is the same as the board?
- Public Accounts Committee: Section 38 - Agencies Remuneration (11 Dec 2013)
Robert Dowds: Each of the governors of the Friends and Supporters of the Central Remedial Clinic is on the CRC board. I will not pursue it any further as Deputy Harris went into detail on that. All of the money in the Friends and Supporters of the Central Remedial Clinic fund came from the lottery alone. Is it correct that the lottery was sufficient to raise nearly €28 million between 1998 and 2011?
- Public Accounts Committee: Section 38 - Agencies Remuneration (11 Dec 2013)
Robert Dowds: Of that, some €7.7 million was passed on to the CRC. What was the money for?
- Public Accounts Committee: Section 38 - Agencies Remuneration (11 Dec 2013)
Robert Dowds: Am I correct in thinking a fund of €20 million remains?
