Helen McEntee: The Nursing Homes Support Scheme (NHSS) is a system of financial support for those in need of long-term nursing home care. Participants contribute to the cost of their care according to their income and assets while the State pays the balance of the cost. The Scheme aims to ensure that long-term nursing home care is accessible and affordable for everyone and that people are cared for in the...
- Joint Oireachtas Committee on Health: Quarterly Update On Health Issues: Discussion (10 Nov 2016)
Helen McEntee: On perinatal mental health, the Chairman is right in stating that we do not have a developed policy. We do not really have any initiatives in the area, which is something that has been very much brought to my attention through various groups, including the National Women's Council of Ireland, and within the Department. It is also an area identified for the task force on youth mental health....
- Joint Oireachtas Committee on Health: Quarterly Update On Health Issues: Discussion (10 Nov 2016)
Helen McEntee: I know it is now 12 noon, but I wish to touch on two things. In the area of home help, the objective is to keep people within their homes for as long as possible. The Minister of State, Deputy McGrath, rightly said that disability should not just be related to health. I share the view that when it comes to supporting older people within their homes, it is not just a health issue. The...
- Written Answers — Department of Health: HIQA Remit (10 Nov 2016)
Helen McEntee: At present HIQA's remit does not extend to the regulation of residential centres catering for elderly members of religious orders. Under Section 2 of the Health (Nursing Homes) Act 1990, premises in which the majority of the persons being maintained are members of a religious order or priests of any religion are offered an exemption to registration. This is a matter that I will keep under review.

- Written Answers — Department of Health: Nursing Homes Support Scheme (10 Nov 2016)
Helen McEntee: The legislation underpinning the Nursing Homes Support Scheme requires each private nursing home to negotiate and agree a price for long-term residential care services with the National Treatment Purchase Fund (NTPF) should they wish to be an approved nursing home for the purposes of the Scheme. The NTPF has statutory independence in the performance of its function, and negotiates with each...

Helen McEntee: The Health Information and Quality Authority is the independent authority established under the Health Act 2007 to drive continuous improvement and to monitor safety and quality in Ireland’s health and personal social care services. - Topical Issue Debate: Hospital Bed Capacity (9 Nov 2016)
Helen McEntee: I agree with the Deputy that it is vitally important that all hospitals, not just University Hospital Galway, operate at the capacity required in their catchment areas. It is important that we do everything in our power to accommodate and keep people away from hospitals when possible. In the coming months, at this time of the year, there will be an increase in the number of beds needed....
- Topical Issue Debate: Hospital Bed Capacity (9 Nov 2016)
Helen McEntee: I apologise to Deputy Hildegarde Naughten on behalf of the Minister for Health, Deputy Simon Harris, who is unable to take this matter and thank her for raising the issue and for giving me an opportunity to address the House. The Department of Health has been overseeing a range of measures to reduce the pressure of overcrowding in our hospitals, including University Hospital Galway. A...

- Seanad: Health (Amendment) (Professional Home Care) Bill 2016: Second Stage (9 Nov 2016)
Helen McEntee: I thank Senator Burke for highlighting this important issue. Nobody would question the work the Senator has done to date in this area. He has been working on the Bill for some time. Home care is an increasingly important part of the supports that we offer to older people, and will continue to increase in importance into the future. In that context, it behoves us to consider how home care...
