Allegations in relation to An Garda Síochána: Statements (Resumed) (26 Feb 2014)

Shane Ross: Congratulations on your promotion.

Allegations in relation to An Garda Síochána: Statements (Resumed) (26 Feb 2014)

Shane Ross: The top 200 gardaí are politically appointed. That is a fundamental problem and is one of the reasons we are in the mess we are in at the moment because promotions, extensions and appointments are controlled by the Government. What does that mean? It means that those below the rank of Commissioner must behave in a way that pleases their political masters. That is a great pity and has...

An Bille um an gCeathrú Leasú is Tríocha ar an mBunreacht (Ceapacháin Bhreithiúnacha) 2013: An Dara Céim - Thirty-fourth Amendment to the Constitution (Judicial Appointments) Bill 2013: Second Stage [Private Members] (21 Feb 2014)

Shane Ross: I thank everybody who participated in the discussion on the Bill. Some of the reservations expressed by Deputies on this side were very constructive. Some of those who said there should be changes to the Oireachtas committee have a fair point. It is not set in stone. In the Bill I am trying to start a process which would take the appointment of judges away from the Government. If we were...

Shane Ross: The Minister of State should not interrupt me now.

Shane Ross: The Minister of State did say it and then corrected it. That is emphasised by the first paragraph, where it is stated those on the Independent benches appear to think they are the only people who are capable of choosing the judges. That is not what the Bill states. It states the committee should not have a Government majority. It is either ignorance, laziness or a deliberate misleading of...

Shane Ross: I suggest the Minister tell whoever wrote the script that he or she should read the legislation before he or she write his speeches and that he check before he comes to the House to preach this sort of ignorant stuff. He should have taken the Bill a great deal more seriously and not come in and mouth the words of somebody else who wrote his script. The Bill is about cronyism. It is about...

Shane Ross: That is not true. That is nonsense.

Shane Ross: The script states, "political parties".

Shane Ross: The script states, "unconnected to political parties".

Shane Ross: The Minister of State changed it.

Shane Ross: -----to mention the name of a judge or to criticise the appointment of a judge or anything like that in this House. I cannot understand why the recent appointment of Judge Cooke cannot be examined, criticised and analysed in this House, and his history examined as to whether he is a suitable candidate for the position in which he has been put. It would be far healthier if the taboo that...

Shane Ross: Tairgim: "Go léifear an Bille an Dara hUair anois." I move: "That the Bill be now read a Second Time." This Bill comes before the House at a time when confidence in the justice system of this country is ebbing by the hour. There are question marks over the Department of Justice and Equality, over politicians administering justice and over the gardaí. This is the first of two...

Public Accounts Committee: Business of Committee (20 Feb 2014)

Shane Ross: Do we know who we are asking in from Rehab?

Public Accounts Committee: Business of Committee (20 Feb 2014)

Shane Ross: The Vice Chairman of the Oireachtas Joint Committee on Health and Children, Deputy Conway, was looking for questions to be answered by the remuneration committee. Could we ask the remuneration committee to come in? It is difficult to know who they are. Could we also ask the former chief executive, who was there for 25 years?

Public Accounts Committee: Business of Committee (20 Feb 2014)

Shane Ross: Yes, but it would have set the salary that is so controversial, so I would have thought they were the people who would have to answer the question. They could surely enlighten us on how this salary is worked out. There is a body of opinion that says the chief executive got this salary, she accepted it, and that is fine. How is it set? The remuneration committee sets it; is that not right?

Public Accounts Committee: Business of Committee (20 Feb 2014)

Shane Ross: We should ask them how this was worked out.

Public Accounts Committee: Business of Committee (20 Feb 2014)

Shane Ross: Will we ask the remuneration committee in?

Public Accounts Committee: Business of Committee (20 Feb 2014)

Shane Ross: We will ask them to be here, then, and the former chief executive. We should invite the former chief executive, because he was there for 25 years, but we should also ask the chairman to come in.

Public Accounts Committee: Business of Committee (20 Feb 2014)

Shane Ross: I agree with Deputy Dowds. They should come in.
