Seán Fleming: We have raised this issue before and are not clear on it. We will write to the Department of Housing, Planning and Local Government to explain the position. It looks to me as if it was probably done through one of the housing agencies that deals with local authorities.

Seán Fleming: The funding to meet the capital cost of the house did not come from the Department of Justice and Equality. We can only presume it came from the Department of Housing, Planning and Local Government. There are other costs attached. We will write to the Department of Housing, Planning and Local Government for an explanation of how the funding scheme operates on a local authority basis.

Seán Fleming: The Department of Justice and Equality has a big job to do to convince the public, through this committee, of the logic of what happened because the Comptroller and Auditor General has said in lay man's English that it is a waste of taxpayer's money. Seán Fleming: That suggests to me that if senior personnel in the Department - I am not being personal here - are struggling to understand or explain the details of this, then lessons will not be learned.
