Mr. O'Donnell said the engineer engaged by the homeowner will not be signing off on retained blocks on the foundations. My understanding from that is that if the foundations are not replaced and the engineer refuses to sign off, the home will not be mortgageable or insurable into the future. Is that a correct understanding?
