Eoin Ó Broin: In trying to work out the economic cost, the level of borrowing projected for capital investment would have to be taken into account. If one water utility had a very low level of projected borrowing, that would impact on how EUROSTAT viewed that test, whereas a very high level, such as in the case of Irish Water, could also have an impact.
