Malcolm Noonan: I absolutely appreciate the concerns of landowners but road safety is one of the issues that is not covered under the Wildlife Act. Malcolm Noonan: The section re-enacts the modifications contained in section 3 of the Act of 2000 and provides for a further case where a material change of use is deemed to occur on short-term lettings of land in rent pressure zones.
