Martin Kenny: I accept that it is a limit, and it is not something that people have to push out to the limit. They could contact the local Garda station within hours of arriving in an area if they wish. The sooner it is done, the sooner local gardaí are aware that a person who has a past and who has had a conviction for a very serious sexual offence is living in the area or coming to live in there....
