- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Industrial Relations (23 Nov 2023)
Louise O'Reilly: It is very straightforward. It is more than a year since the Labour Employer Economic Forum, LEEF, high-level group on collective bargaining published its report. I am just looking for an update as to when the legislative proposals for implementation will be published or if legislation is what is being considered.
- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Industrial Relations (23 Nov 2023)
Louise O'Reilly: I welcome that clarity. The Minister of State has previously said to me that legislative and administrative measures are going to need to be fully considered to give effect to the recommendations. He said that certain legal proposals pose complicated legal and constitutional issues. These are answers that I received several weeks ago so I am concerned that the situation has not advanced in...
- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Business Supports (23 Nov 2023)
Louise O'Reilly: 3. To ask the Minister for Enterprise, Trade and Employment for an update on how the increased cost of business scheme announced in budget 2024 will operate; and when businesses can expect to receive support under the scheme. [51453/23]
- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Business Supports (23 Nov 2023)
Louise O'Reilly: These questions are grouped because they are more or less the same. I will ask about the terms of the €250 million. I have no hesitation, as we did at the time, in welcoming that. However, the high energy costs are only one element. The Minister himself has said increases in the cost of business are coming down the line that will apply to companies and small to medium enterprises,...
- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Employment Rights (23 Nov 2023)
Louise O'Reilly: 1. To ask the Minister for Enterprise, Trade and Employment when the code of practice for remote working will be published. [51452/23]
- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Employment Rights (23 Nov 2023)
Louise O'Reilly: This is a fairly straightforward question. I want an indication on when the code of practice for remote working will be published. It will give businesses and workers a bit of clarity. There is concern that working patterns are starting to be formed in its absence and people are concerned they may have to change back.
- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Employment Rights (23 Nov 2023)
Louise O'Reilly: That would be very welcome but this has been subject to a fair amount of delay. The Government's first attempt at it was 13 reasons to say "No" to remote working. This obviously had to be put to one side because clearly it was not going to work. In September 2021, I was told by the then Minister for Enterprise, Trade and Employment that the general scheme of the Bill was imminent and that...
- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Employment Rights (23 Nov 2023)
Louise O'Reilly: It is not fair to say this started with the work life balance Bill because it did not. It started with the Department's failed attempt to bring in a code of practice that then got subsumed into the work life balance Bill. It has been going on for quite a while. As I said, in September 2021, I was told the code of practice was imminent and that the legislative underpinning of it would be...

- Written Answers — Department of Enterprise, Trade and Employment: Intellectual Property (23 Nov 2023)

- Written Answers — Department of Finance: Energy Prices (23 Nov 2023)
Louise O'Reilly: 152. To ask the Minister for Finance his views on the successes and/or failures of the temporary business energy support scheme; the amount of funding issued under the scheme; the current underspend under the scheme; and if there is any possibility the underspend can be used to support businesses with rising energy costs, instead of reverting to the Exchequer, given nearly a third of...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Ireland-Canada Trade Relations: Discussion (22 Nov 2023)
Louise O'Reilly: I thank the Minister of State and his officials. I welcome Ms Smyth and wish her the best of luck. I hope she really enjoys and does well in her new role. I will ask the Minister about the 400 Enterprise Ireland currently doing business in the Canadian market. The breakdown is worth €4.2 billion, which is not a small amount of money, but 69% are service exports and 31% goods...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Ireland-Canada Trade Relations: Discussion (22 Nov 2023)
Louise O'Reilly: Absolutely, and we are very much looking forward to that. My question related to where there is scope for growth. Most of my questions will relate to that, jut to try to get a handle on it. The Minister of State referenced our being heavily dependent on US companies in the context of trade and FDI and that there is significant potential for increase in the trade between Ireland and...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Ireland-Canada Trade Relations: Discussion (22 Nov 2023)
Louise O'Reilly: That was my question. Part of the focus is growing the 6%, specifically for SMEs. That is where there seems to be a lag. Many SMEs are only servicing a domestic market and will never export, which is fine. For the ones that will, that figure is low. Will specific measures be targeted at SMEs to encourage that figure to increase from 6%?
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Ireland-Canada Trade Relations: Discussion (22 Nov 2023)
Louise O'Reilly: I understand that.
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Ireland-Canada Trade Relations: Discussion (22 Nov 2023)
Louise O'Reilly: I appreciate that you cannot make the horse drink the water, but a drop of Ribena could be put in it, as if it was a child, to make sure the horse stays hydrated. I was in Vancouver earlier this year and I was struck by most of the businesspeople I was speaking to. I spoke to a number of trade unions too and to the consul. The focus is very much on expansion and growth, which was welcome....
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Ireland-Canada Trade Relations: Discussion (22 Nov 2023)
Louise O'Reilly: Does the Minister of State agree that this increase in growth, as he describes it, which I do not dispute, is happening without the investor court section of CETA being enacted? It is not a necessary portion of it. The trade is increasing. The figures that the Minister of State has outlined are proof that it is going in the right direction, which is good. Other countries are leaving the...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Ireland-Canada Trade Relations: Discussion (22 Nov 2023)
Louise O'Reilly: Yes, and I was not suggesting tax is the only reason, but it is less of an incentive. We can all agree on that. I am interested to explore where the potential for the growth is and whether we are pivoting to ensure we are maximising what we get back from the investment. I return to increasing exports among Irish companies and diversifying our trading relationships. We have a very open...
- Written Answers — Department of Health: Health Services Staff (22 Nov 2023)
Louise O'Reilly: 156. To ask the Minister for Health the number of posts removed from profile as a result of the memorandums CEO ref. 09954 and 10166 of 2023, by grade for CHO9, in tabular form; the number of headcount posts and the WTE to which these relate; the number which were new posts; the number which were replacement posts or vacant posts; and the number which were related to absence/leave cover....
