- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Irish Stability Programme Update: Minister for Finance (15 Apr 2014)
Peadar Tóibín: The Government has focused on reducing the deficit through austerity. It has reduced the ceiling of public service consumption and has increased taxes through flat taxes. There is another idea, namely, reducing the deficit through growth. That requires stimulus through investment and the taking out of flat taxes such as water and property charges. For example, with the ambulance service,...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Irish Stability Programme Update: Minister for Finance (15 Apr 2014)
Peadar Tóibín: The Minister mentioned fiscal union earlier. It seems that different economies in Europe have different productivity levels, many of which are divergent, and entering into a tight fiscal union in those circumstances is a recipe for disaster. The twin-track Europe we have currently where Germany and France set the rules and the smaller countries in particular are forced to follow them is not...

- Other Questions: Regional Aid (15 Apr 2014)
Peadar Tóibín: May I contribute on this question? I raised my hand.
- Other Questions: Regional Aid (15 Apr 2014)
Peadar Tóibín: I want to contribute. I have an entitlement to speak on this question.
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Access to Finance for SMEs: Bank of Ireland, Ulster Bank and AIB (15 Apr 2014)
Peadar Tóibín: We have been listening to many banks today. We have received conflicting information from the banks and from a number of SMEs. The SMEs tell us that it is very difficult to get a loan and the banks tell us that the vast majority - 90% - are getting loans. It would seem that a filtering process is being used by the banks before the formal loan application is made and that from the point of...
- Other Questions: Small and Medium Enterprises Supports (15 Apr 2014)
Peadar Tóibín: It is not my contention but that of the survey that the small and medium enterprise sector is becoming increasingly dissatisfied with the Government's progress on this issue. In this regard, the survey cites the lack of and reduction in credit over the past year and the procurement rules operated by this State, including the continuing policy of rolling up procurement in this State which...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Access to Finance for SMEs: Bank of Ireland, Ulster Bank and AIB (15 Apr 2014)
Peadar Tóibín: Only in a closure scenario?
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Access to Finance for SMEs: Bank of Ireland, Ulster Bank and AIB (15 Apr 2014)
Peadar Tóibín: I have just one question that was not answered.
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Access to Finance for SMEs: Bank of Ireland, Ulster Bank and AIB (15 Apr 2014)
Peadar Tóibín: What percentage of the businesses are in debt distress?
- Other Questions: Small and Medium Enterprises Supports (15 Apr 2014)
Peadar Tóibín: 130. To ask the Minister for Jobs, Enterprise and Innovation his views on the increased number of small and medium enterprises which are dissatisfied with the Government's enterprise policy. [17715/14]
- Other Questions: Small and Medium Enterprises Supports (15 Apr 2014)
Peadar Tóibín: What is unfolding here highlights the ludicrous scenario that Question Time has become, whereby Opposition spokespersons such as Deputy Calleary and me, who are tasked to hold the Government to account, have seen a reduction in the number of questions we can submit to Ministers while Government Deputies are being given a stronger opportunity to do so. It is obvious that Members on the other...
- Other Questions: Small and Medium Enterprises Supports (15 Apr 2014)
Peadar Tóibín: I am not making excuses for any Opposition Deputy who fails to turn up in this Chamber. The Minister of State is trying to deflect attention from his own Deputies who failed to turn up. The critical point is that the new rules have reduced the Opposition's opportunity to hold Ministers to account.
- Other Questions: Small and Medium Enterprises Supports (15 Apr 2014)
Peadar Tóibín: A recent report indicated that owners of small and medium enterprises are becoming increasingly dissatisfied with the Government's SME policies. There has been an overall reduction in the level of credit afforded to small businesses in their efforts to grow. Will the Minister give his view on why the SME sector is becoming increasingly divergent from the Government's policies in this area?
- Ceisteanna - Questions - Priority Questions: Job Creation (15 Apr 2014)
Peadar Tóibín: The application form for a research and development grant or tax break should require companies to identify, in a logical manner, supported by information, the number of jobs and output they expect to deliver. When the investment is subsequently made, companies should have a responsibility to communicate to the Department the number of jobs created and the turnover increases which have...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Access to Finance for SMEs: Bank of Ireland, Ulster Bank and AIB (15 Apr 2014)
Peadar Tóibín: I apologise for missing most of the presentation. I have just come from Oral Questions and, bizarrely, it is running concurrently with this meeting. The witnesses mentioned that 94% of formal loan applications are successful. Is there any method of filtering potential clients before that formal application? How many are filtered out before making a formal application? What is the...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Access to Finance for SMEs: Bank of Ireland, Ulster Bank and AIB (15 Apr 2014)
Peadar Tóibín: In the mortgage book, Ulster Bank often reduces the interest rate from 5% to 0.5%, which makes it more accessible. Has a similar thing been done in business lending? Has business debt been written down? Working closely with clients in advance of seeking loans makes them more prepared for the loan. This is positive but the negative aspect is that an undefined amount of people are filtered...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Access to Finance for SMEs: Bank of Ireland, Ulster Bank and AIB (15 Apr 2014)
Peadar Tóibín: What percentage of write-downs have been made?
- Ceisteanna - Questions - Priority Questions: Job Creation (15 Apr 2014)
Peadar Tóibín: 102. To ask the Minister for Jobs, Enterprise and Innovation what is the euro per jobs ratio with regard to the Government’s research and development and innovation budgets for each of the past five years; the way this compares with other EU countries for the same years; and if he will detail the level of research and development and innovation spend per county for the past five years....
- Ceisteanna - Questions - Priority Questions: Job Creation (15 Apr 2014)
Peadar Tóibín: It is generally understood that research, development and innovation are necessary for all companies. Large companies are great at ensuring all elements of the whole product life cycle are not left to chance. The effect of research and development on small and medium enterprises, and its use by them, is another question. Like everything else, we need to analyse the output obtained per euro...
