Catherine Murphy: It is useful to know that but very often, for example, with road projects, if there is a dispute it is pushed to the end. Whatever about the main contractors, subcontractors could be put out of business. It would also be useful for us to know how the finance for this is drawn down. Is the main contractor drawing down money monthly? How is that managed?

Catherine Murphy: We had the Secretary General from the Department of Health before this committee, and he told us that he did not use the same company that audits the Department - I cannot remember who it was - because he did not want even a perceived conflict.
