- Seanad: Decentralisation Programme: Statements. (30 Nov 2004)
Marc MacSharry: Two parties consistently implemented this policy over the past 20 years. Fianna Fáil did so initially with, in recent times, the Progressive Democrats. That should be remembered. I am glad Senator John Paul Phelan is back. Lest he missed it en route from his office, I pointed out earlier that the decentralisation programme could have been completed by now if in 1982 the then Minister for...

- Seanad: Order of Business (Resumed). (25 Nov 2004)
Marc MacSharry: I join with Senators in requesting a debate on decentralisation, in which we can celebrate the first phase of this ambitious programme.
- Seanad: Order of Business (Resumed). (25 Nov 2004)
Marc MacSharry: In reality, this is phase 2 because, as Senator Leyden pointed out, phase 1 included an excellent decentralisation campaign in 1989 and 1990, which was opposed at the time by Fine Gael. This time last year, the Opposition was less concerned for the people of Roscommon and how they might benefit from decentralisation and more concerned with wrecking the Civil Service.
- Seanad: Order of Business (Resumed). (25 Nov 2004)
Marc MacSharry: The programme will go ahead and, as Senator Leyden rightly pointed out, we will see decentralisation within the next two years and Roscommon too will get its jobs.
- Seanad: Proceeds of Crime (Amendment) Bill 1999: Second Stage. (24 Nov 2004)

I pay tribute to the Department of Justice, Equality and Law Reform officials for their efforts in streamlining the Bill and dealing with issues that were wide open to interpretation. The Bill copper-fastens the true intentions of the principal Act and is to be...
- Seanad: Competitiveness and Consumer Protection Policy: Statements. (10 Nov 2004)
Marc MacSharry: I am delighted to have the opportunity to discuss competitiveness. I will not consider in detail consumer issues and the talk of a rip-off Ireland which has featured in the debate. However, some points need to be made on Ireland's competitiveness. It is significant that Ireland was renowned in recent years as one of the most competitive countries, possibly in the top five in the world,...
- Seanad: Order of Business. (9 Nov 2004)
Marc MacSharry: Is it possible to have an urgent debate on the fisheries industry which is in crisis? Only this morning we learned of the laying off of 60 workers at and the effective closure of a processing plant in Burtonport, County Donegal, largely due to the existence of prohibitive fish quotas and the fact that many Irish registered boats choose to land catches in other countries such as Scotland and...

Marc MacSharry: I congratulate the Minister of State on his appointment and I look forward to working with him over the coming years. We had the opportunity to speak on alcohol-related issues last week during the debate on the intoxicating liquor legislation. I wish to reiterate some of the points that were made. I commend the strategic task force on alcohol. It has made great progress in recent years and in...

- Seanad: Planning and Related Issues: Statements. (20 Oct 2004)
Marc MacSharry: ââand in search of the local store, around which we all huddle, selling all amenities. Far from that, it was rural and regional Ireland that built the Dublin cities and Celtic tigers of today. The inhabitants of rural and regional areas wish, as is their right, to develop and evolve in a natural and progressive way such that they will have the amenities they desire in their towns and...
- Seanad: Intoxicating Liquor Bill 2004: Second Stage (Resumed). (13 Oct 2004)
Marc MacSharry: I welcome the Minister to the House and this amending Bill which is a positive step. Since the Minister, Deputy McDowell, took office, he has stated his intention to address the chronic alcohol abuse and under-age drinking endemic in society. Extending the cut-off time from 9 p.m. to 10 p.m. from May to October is another positive step. Even though a more detailed Bill on the licensing laws...
