Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland (Resumed): Bank of Ireland (29 Apr 2015)

Michael Creed: Will Mr. Boucher come back to us about the fixed rate issue and the difference?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland (Resumed): Bank of Ireland (29 Apr 2015)

Michael Creed: I wish to ask a question about competition in both jurisdictions. It is true to say, to an extent, that competition in the Republic stems from banks that are exiting, at one stage or another, very difficult circumstances. All of them are trying to correct their balance sheets and nobody is going to rock the boat too much. I suggest that competition is much more aggressive in the UK market.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland (Resumed): Bank of Ireland (29 Apr 2015)

Michael Creed: It is still more aggressive in the UK than it is here because the bank is not in the financial position to-----

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland (Resumed): Bank of Ireland (29 Apr 2015)

Michael Creed: I have a few questions on personal insolvency arrangements where the bank has used a veto on proposals. I accept what has been said in terms of statistics and influence and that across the industry they are the lowest. In what circumstances does the bank veto a proposed deal?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland (Resumed): Bank of Ireland (29 Apr 2015)

Michael Creed: There is an ongoing public debate on whether the bankruptcy legislation should be amended again to reduce the discharge period from three years to one. Does Bank of Ireland have a view on that and, if so, has it expressed that view to Government?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland (Resumed): Bank of Ireland (29 Apr 2015)

Michael Creed: I am thinking about the bank's experiences in the UK market.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland (Resumed): Bank of Ireland (29 Apr 2015)

Michael Creed: I expect Mr. Boucher will not have the figures to hand, but could he give us an overview of the bank's lending to the agrifood sector? In particular, does he have a breakdown of inside-the-farm-gate lending in the various sectors? Particular areas of interest at the moment are the dairy sector and the dairy processing sector. Can he give us some information on that, and on lending being...

Written Answers — Department of Environment, Community and Local Government: Seniors Alert Scheme (29 Apr 2015)

Michael Creed: 138. To ask the Minister for Environment, Community and Local Government further to Parliamentary Question No. 644 of 21 April 2015 and previous related parliamentary questions, wherein he confirms that community and voluntary groups and An Garda Síochána contributed to the review in 2010 of the community support for older people which was the forerunner to the seniors alert scheme,...

Written Answers — Department of Social Protection: Fuel Allowance Eligibility (28 Apr 2015)

Michael Creed: 59. To ask the Minister for Social Protection if a person (details supplied) in County Cork is entitled to fuel allowance; and if she will make a statement on the matter. [16326/15]

Written Answers — Department of Agriculture, Food and the Marine: Single Payment Scheme Appeals (28 Apr 2015)

Michael Creed: 171. To ask the Minister for Agriculture, Food and the Marine further to Parliamentary Question No. 245 of 15 April 2015, if he will confirm that an appeal has now been received by the independently chaired land parcel identification system appeals committee (details supplied); if he will indicate a time frame for consideration of this appeal; and if he will make a statement on the matter....

Written Answers — Department of Children and Youth Affairs: Youth Services Funding (28 Apr 2015)

Michael Creed: 233. To ask the Minister for Children and Youth Affairs if he will provide details of grant aid available from his Department, possibly funded through the national lottery, to youth organisations, including musical organisations and bands, towards the establishment of tuition and running costs; and if he will make a statement on the matter. [16652/15]

[16651/15]

Joint Oireachtas Committee on Health and Children: General Scheme of Public Health (Alcohol) Bill 2015: Discussion (Resumed) (23 Apr 2015)

Michael Creed: I am not a member of the committee but I did not want to miss the opportunity to comment on the proposed legislation. I commend the Minister on what is probably one of the most progressive pieces of public health legislation, certainly in the lifetime of the Government. In conjunction with the Public Health (Standardised Packaging of Tobacco) Act 2015, it is up there with the previous...

Joint Oireachtas Committee on Health and Children: General Scheme of Public Health (Alcohol) Bill 2015: Discussion (Resumed) (23 Apr 2015)

Michael Creed: I do not believe that is the issue. I do not believe anybody objects to the Abbey Hotel or the Castle Hotel sponsoring the local team. It is about the drinks industry per se.

Joint Oireachtas Committee on Health and Children: General Scheme of Public Health (Alcohol) Bill 2015: Discussion (Resumed) (23 Apr 2015)

Michael Creed: Even to put it out further to 2025 would give the beneficiaries of the current sponsorship contracts time to reposition themselves. It may not be the drinks industry; it could be an insurance company, a food company or whatever. However, there are alternatives.

Joint Oireachtas Committee on Health and Children: Alcohol Consumption: BT Young Scientist Winners (23 Apr 2015)

Michael Creed: I am not a member of the joint committee, but I am particularly pleased to be present, not least because of the subject matter but also to welcome Mr. Ian O'Sullivan and Ms Eimear Murphy. As indicated by my constituency colleague, Deputy Michael Moynihan, it is a particular honour for us in the constituency to have the BT Young Scientist winners coming from Coláiste Treasa in Kanturk....

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland: Allied Irish Banks (22 Apr 2015)

Michael Creed: In his opening remarks, Mr. Duffy stated, "Given its credit rating, the cost of funding for AIB is different to the simple average of other banks across Europe." He went on to state that only 3% of AIB's funding is sourced from the ECB. Perhaps he could elaborate on the bank's credit rating when it goes to market to raise funds. AIB is a profitable bank which has restructured and is...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland: Allied Irish Banks (22 Apr 2015)

Michael Creed: Given the progress the bank has made, does Mr. Bourke expect that credit rating to improve? Is there any indication? The State, because of its improved credit rating, has been getting better deals for the taxpayer for State loans. It has extended terms and has reduced interest rates. Is AIB working aggressively to reposition itself? Why is it that only 3% of AIB's funding is coming from...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland: Allied Irish Banks (22 Apr 2015)

Michael Creed: Sorry?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland: Allied Irish Banks (22 Apr 2015)

Michael Creed: In terms of the cost of funding and risk, the losses at the bank and the provision it must make for bad losses impact on the standard variable rate and interest rates generally. What is the quantified impact of those who are the beneficiaries of tracker mortgages on the cost of funds to the standard variable rate mortgages?
