Steven Matthews: The discussion, as I remember it, was that a local authority can engage with an applicant and say, "We need an extra four weeks."

Steven Matthews: It may not need further information to do that; it just needs more time. Otherwise it can make a further information request, but that puts it back to the applicant to return with the information, whereas this is just slightly tighter.
