- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Public Sector Standards Bill 2015: Engagement with AILG and LAMA (21 Nov 2017)
Paddy Burke: Amendments may be tabled on Committee and Report Stages in the Dáil and Seanad. Both representative bodies, given their cross-party nature, would have a very strong case if they were to suggest an amendment.
- Seanad: Order of Business (16 Nov 2017)
Paddy Burke: Yesterday I wanted to support the proposal for an All-Ireland soccer team. It is a good proposal and a good idea. We should have only one international soccer team. There is great support for sport in Ireland. Last weekend we had four international teams playing around the world, with our Gaelic footballers in Australia, the Northern Ireland soccer team in Switzerland, the Republic of...
- Seanad: Councillors' Conditions: Statements (16 Nov 2017)
Paddy Burke: I welcome the Minister of State, Deputy Phelan, to the House and I congratulate him and thank him for making a move forward on expenses for councillors. He stated that he would do it and he has done so. While it is a small move, it is a move in the right direction. It is nearly 20 years since I was a member of a local authority but I am a bit mixed up when I read the 20-page regulations...
- Seanad: Councillors' Conditions: Statements (16 Nov 2017)
Paddy Burke: If that is the case, I would hope that it would be index-linked. Otherwise this €1,000 will be hanging out there on its own and it will never increase or decrease. I hope it will not decrease. How will it increase? Will it be by ministerial regulation or will it be index-linked? I would ask the Minister of State to look at that. My reading of the €1,000 is that it would be...
- Seanad: Councillors' Conditions: Statements (16 Nov 2017)
Paddy Burke: I am not sure whether it is retrospective or not, but it is in place. It is one of the issues that was raised during the previous Seanad elections with councillors. Some of them are full-time councillors who were not entitled to the contributory pension. This will entitle them to a contributory pension. It was a big move. I compliment the Taoiseach for doing that.
- Seanad: Councillors' Conditions: Statements (16 Nov 2017)
Paddy Burke: I am delighted that Senator Craughwell acknowledges that. The Minister might outline the breakdown for us and for Senator Craughwell as well.Given that there are many anomalies and various tables, will the Minister of State outline the breakdown for us? Some councillors believe they have to give up their representational allowance and claim the €5,000 in vouched expenses or,...
- Seanad: Order of Business (9 Nov 2017)
Paddy Burke: I wish to move an amendment to the Order of Business that No. 12 be taken before No. 1. No. 12 is the Regional Technical Colleges (Amendment) Bill 2017 - First Stage and I thank my co-signatories to that Bill, Senators Mulherin and O'Mahony.
- Seanad: Order of Business (9 Nov 2017)
Paddy Burke: I also want to commend GAA pundit and journalist, Mr. Joe Brolly, on raising the very serious issue regarding Mr. Peadar Heffron, who was the first Catholic to sign up to the PSNI. A PSNI team played against a team from An Garda Síochána in Dublin behind closed doors. Prior to or not long after that game, a team from the PSNI played a team from the Oireachtas, which included...
- Seanad: Regional Technical Colleges (Amendment) Bill 2017: First Stage (9 Nov 2017)
Paddy Burke: I move:That leave be granted to introduce a Bill entitled an Act to provide for the representation on governing bodies for regions served by a college outside of the functional areas of an education and training board in which the college is situated; for that purpose to amend section 6 of the Regional Technical Colleges Act 1992; and to provide for related matters.
- Seanad: Regional Technical Colleges (Amendment) Bill 2017: First Stage (9 Nov 2017)
Paddy Burke: Next Tuesday.
- Seanad: Order of Business (8 Nov 2017)
Paddy Burke: Much has been said about how the Garda Síochána has conducted its business in recent years. To give credit where it is due, I congratulate it on how it has combatted crime in recent months and the success it has had in breaking the drug gangs in this country.
- Seanad: Order of Business (8 Nov 2017)
Paddy Burke: The way it has conducted itself over recent months is outstanding and I congratulate it. The public should not be afraid to go to the Garda Síochána. Gardaí are the only people we can turn to in our hour of need when there are break-ins, drug crime and so forth. The more people go to them and the more information they have, the better.
- Seanad: Public Health (Alcohol) Bill 2015: Committee Stage (Resumed) (8 Nov 2017)
Paddy Burke: I do not know of any Senator who is against the Bill. We all welcome it and I congratulate the Minister for bringing it forward. In respect of section 10(6)(a), what is the penalty if an offence is committed? That is not included in the Bill. Will it be a small fine or a prison sentence? Section 10(6)(b) refers to advertises, promotes or causes to be advertised. In a situation where a...
- Seanad: Public Health (Alcohol) Bill 2015: Committee Stage (Resumed) (8 Nov 2017)
Paddy Burke: I ask the Minister to give us an outline in advance of Report Stage of the extent of the success of the no-smoking campaigns. I used to smoke, but I have given up cigarettes. I would not know where to go to get cigarettes at the moment. I am told that the number of smokers is nearly as big as it was some years ago. The HSE spends approximately €50 million on no-smoking campaigns...
- Seanad: Public Health (Alcohol) Bill 2015: Committee Stage (Resumed) (8 Nov 2017)
Paddy Burke: The Senator knows well that what I am saying is true. Nowadays, very few teams meet in local pubs after matches. The vast majority of GAA players do not drink at all. I have proposed here previously that we should use young GAA, rugby and soccer players who do not drink to promote this issue, for example, by explaining why they do not drink. They should get scholarships, or maybe they...

- Seanad: Public Health (Alcohol) Bill 2015: Committee Stage (Resumed) (8 Nov 2017)
Paddy Burke: I see.
- Seanad: Public Health (Alcohol) Bill 2015: Committee Stage (Resumed) (8 Nov 2017)
Paddy Burke: I wish to refer to the prohibition on advertising in certain places. Are those advertisements physical structures? Some people advertise by projecting images on to a wall that can be removed the next day. Are all types of advertising prohibited? Does the provision just refer to fixed structures? What about air shows where an advertisement for Heineken, Guinness or whatever is printed on...
- Seanad: Public Health (Alcohol) Bill 2015: Committee Stage (Resumed) (8 Nov 2017)
Paddy Burke: Much has been said about this Bill. The best place to debate a contentious Bill is in Seanad Éireann because there will be 60 Members contributing on every section and every amendment whereas when a Bill goes to the Dáil, there will only be a handful of Deputies at a select committee. This is a great Chamber in which to debate a Bill. Senator Coffey said much of what I would like...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Engagement with the Central Bank of Ireland (19 Oct 2017)
Paddy Burke: I welcome Professor Lane and the staff from the Central Bank. Is the Central Bank dependent on the banks giving it the information on the people involved with tracker mortgages?
