- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (28 Sep 2022)
Tim Lombard: I will be honest. I have spoken to advisors who work for Teagasc and they are significantly worried about the potential workload involved. They see this as a workload the size of that involved around the single farm payment going through the system. Somebody has to be beside a farmer if he or she is going to agree to terms and conditions. Those advisors are significantly concerned.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (28 Sep 2022)
Tim Lombard: Is Mr. Murphy concerned with the timeline, let alone the system, and Teagasc's ability to be able to inform farmers of what needs to happen? We are now almost in October. Is Mr. Murphy concerned about Teagasc's ability to get the information out there and get the cohort of farmers involved to come and do this on time?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (28 Sep 2022)
Tim Lombard: Some of us are on the agfood.iesystem and some of us are not. The cohort who are were probably tied into it through an app they bought for registering animals and so forth. There is a plethora of such apps out there. Has there been any interaction with the developers of those apps the farming community is using every day? Will this technology be tied into that? Is there any conversation...

- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (28 Sep 2022)
Tim Lombard: With regard to progress on the new proposals on registering veterinary products, Teagasc has a role in informing farmers of new farming practices in respect of grassland management. Much has been said today about the product itself, but grassland management could be part of the solution and help farmers build up resistance. Will the witnesses elaborate on the work that has been done in that...

- Seanad: Budget 2023 (Public Expenditure and Reform): Statements (27 Sep 2022)
Tim Lombard: I welcome the Minister of State to the Chamber. I acknowledge the commitment by the Government to the agricultural community in the last few hours. The budget has been very fair and honourable towards them, particularly when it comes to the energy crisis they are suffering. That acknowledgement is greatly welcomed by the farming community. I acknowledge in particular the commitment to...
- Seanad: An tOrd Gnó - Order of Business (22 Sep 2022)
Tim Lombard: In the run-up to the budget there has been a lot of talk about cost-of-living measures and what is going to be required, particularly in the context of energy, to make sure that households and industries are sustainable going forward. In that context, I would like to raise the issue of our sporting clubs. The cost of running sports complexes has increased dramatically in the last 18 months....
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Mental Health Services (21 Sep 2022)
Tim Lombard: I thank the Minister of State for coming to the House to discuss this matter. I ask for an update on a significant issue in Bantry at present relating to the mental health centre there, which is a very important part of the campus of Bantry General Hospital. A reduction of nearly 40% in beds in the acute wards is proposed. We are looking at a reduction from 18 to 11 beds. This is a very...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Mental Health Services (21 Sep 2022)
Tim Lombard: The Minister of State makes a very interesting point about the knock-on implications of this judgment. The judgment could be the catalyst for a complete change in capacity across the entire sector and the country. It is a massive issue for us. It is a real worry now that, because of the decision of the Mental Health Commission, there could be a reduction in acute care across the country....
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Assisted Human Reproduction (21 Sep 2022)
Tim Lombard: The Minister of State is very busy today. She is taking all four Commencement matters.
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Rail Network (21 Sep 2022)
Tim Lombard: Are Senators Malcolm Byrne and Casey proposing to share time?
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Rail Network (21 Sep 2022)
Tim Lombard: I thank the Minister of State for her commitment to the Seanad this morning. It is no easy task to respond to four Commencement debates.
- Seanad: An tOrd Gnó - Order of Business (21 Sep 2022)
Tim Lombard: I raise the issue and ask for a debate, as the budget approaches, on the 9% VAT rate. I come from a rural part of the country where tourism is really important to how we will sustain ourselves in future. Other speakers have mentioned the talk in the media and in political circles about price-gouging and hotels implementing costs for rooms and food which are too high. There is a difference...
- Seanad: School Transport: Motion (21 Sep 2022)
Tim Lombard: I thank the Minister. It is great to have her in the Chamber. I formally second the motion. This is an important debate we are having about the school transportation scheme, which is a unique scheme that helps many families throughout the State in getting their children to school. It is part of their daily routine and structure. It is a part of how communities operate in rural Ireland....
- Seanad: Nithe i dtosach suíonna - Commencement Matters: School Transport (14 Sep 2022)
Tim Lombard: It is unprecedented that five Senators are speaking about the same Commencement matter. I have never seen it before in my time in the Oireachtas. Realistically, I have 172 or 173 kids on to me from west Cork at the moment. The majority of them had school tickets last year but because of the change in the scheme, they have been effectively thrown off the bus. These are working families who...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: School Transport (14 Sep 2022)
Tim Lombard: I might be wrong, but I think the review was started in February 2021. This issue is not about the review of how the transportation system will work for schools. The issue is that there was a change and we had a mass of people come on board looking for the scheme. Because of that, people who were always on the bus have been thrown off the bus. That is my problem. I am aware of hundreds...
- Seanad: An tOrd Gnó - Order of Business (14 Sep 2022)
Tim Lombard: I agree with my two colleagues on the issue of cystic fibrosis. What we saw this afternoon was a real, passionate cry for help in so many ways. The 35 kids who are waiting for this drug are stuck in limbo as they wait for the negotiations next Friday between the Department and the drug company. Accordingly, I suggest to the Leader that we might write to the Minister to say the matter was...
