An tOrd Gnó - Order of Business (23 May 2023)

Imelda Munster: There are well over 2,700 people in Drogheda waiting to do their driving test. They will be waiting at least 30 weeks, if they are lucky, to get a test date. For some reason, the Road Safety Authority, RSA, seems to deem Drogheda not suitable as a location for a test centre. Following information I requested from the RSA, seven of the 14 sites it looked at were deemed not suitable but it...

Ceisteanna Eile - Other Questions: Tourism Industry (18 May 2023)

Imelda Munster: My question is whether the Minister has considered or proposed a special recognition payment for tourism ancillary services, such as activity centres, tour operators and all of the businesses that will be directly affected because of the lack of accommodation. I have not heard what is being done to encourage domestic tourism for the visitor attractions the length and breadth of the...

Ceisteanna Eile - Other Questions: Tourism Industry (18 May 2023)

Imelda Munster: I know the Minister has said she is in discussions but the summer is on top of us. Has she proposed a special recognition payment for those ancillary services within the tourism sector which, if those predictions come true, will be at a serious loss of revenue and jobs could be lost. That is the case for activity centres, adventure centres, tour operators and festivals. If people have...

Ceisteanna Eile - Other Questions: Tourism Industry (18 May 2023)

Imelda Munster: 26. To ask the Minister for Culture, Heritage and the Gaeltacht if she is considering a special recognition payment for tourist ancillary services, such as activity centres and tour operators, due to the estimated €1.1 billion loss in revenue in the sector due to Government over-reliance on tourist accommodation to house those seeking international protection; and if she will make a...

Public Accounts Committee: Financial Statements 2021: University of Limerick (18 May 2023)

Imelda Munster: I thank the witnesses for presenting to the Committee of Public Accounts the minutes and proposal document from the board meeting on the night the Dunnes Stores site was approved. Am I right in suggesting that it was not an item on the agenda but that it was brought in under any other business, AOB?

Public Accounts Committee: Financial Statements 2021: University of Limerick (18 May 2023)

Imelda Munster: That in itself - the purchase of an €8 million site appearing on the agenda under any other business - should have flagged concerns about the nature of the purchase. Any other business usually refers to trivial things that have been overlooked or missed. It is hard to credit that the purchase of an €8 million site would be under any other business and that this did not raise...

Public Accounts Committee: Financial Statements 2021: University of Limerick (18 May 2023)

Imelda Munster: That was the night before.

Public Accounts Committee: Financial Statements 2021: University of Limerick (18 May 2023)

Imelda Munster: That does not really-----

Public Accounts Committee: Financial Statements 2021: University of Limerick (18 May 2023)

Public Accounts Committee: Financial Statements 2021: University of Limerick (18 May 2023)

Imelda Munster: It was a telephone call the night before to say, "Hey, we are purchasing an €8 million site, would you stick it under AOB?" That in itself beggars belief. Is it the view of the representatives present that they were misled by the business proposal that was put to them on that night?

Public Accounts Committee: Financial Statements 2021: University of Limerick (18 May 2023)

Imelda Munster: Would Professor Mey define those shortcomings as misleading information?

Public Accounts Committee: Financial Statements 2021: University of Limerick (18 May 2023)

Imelda Munster: I am sorry; I understand that but would Professor Mey define that as misleading information?

Public Accounts Committee: Financial Statements 2021: University of Limerick (18 May 2023)

Imelda Munster: Okay. We have seen the document. On the bottom of page 2, it states that a significant advantage of this site was the ability to deliver quickly a fully functioning building. We now know that not to be true. We know it will possibly take upwards of a decade. It may have to be demolished. Surely, to be put forward in a document as a fully functioning building that could be delivered...

Public Accounts Committee: Financial Statements 2021: University of Limerick (18 May 2023)

Imelda Munster: There is Covid and then there is putting forward a proposal stating that it will be a fully functioning facility when we know now there is a world of difference in a site that may take ten years to put together. It may have to be demolished. It may cost €100 million, which the university does not have. There is a world of difference. Bringing Covid into the equation is nonsense....

Public Accounts Committee: Financial Statements 2021: University of Limerick (18 May 2023)

Imelda Munster: Does the university have the money to bring that site into use?

Public Accounts Committee: Financial Statements 2021: University of Limerick (18 May 2023)

Imelda Munster: In the here and now, after purchasing an €8 million site, the university does not have the money to put that right.

Public Accounts Committee: Financial Statements 2021: University of Limerick (18 May 2023)

Imelda Munster: Could it possibly cost up to €100 million? What is the timeframe for it?

Public Accounts Committee: Financial Statements 2021: University of Limerick (18 May 2023)

Imelda Munster: Okay. Professor Mey has no real idea other than to say she cannot rule out that it could cost €100 million.

Public Accounts Committee: Financial Statements 2021: University of Limerick (18 May 2023)

Imelda Munster: Okay. I want to come back to the proposal itself. It made no mention whatsoever of asbestos damage. The proposal made no reference to the fact that it was on a derelict site. The document we read stated that the engineering assessment outlined how the building is designed for several additional floors above the existing two floors. That was not true. The structural design will not...

Public Accounts Committee: Financial Statements 2021: University of Limerick (18 May 2023)

Imelda Munster: This would be an absolute disgrace to the general public. It is a total waste of taxpayers' money. The witnesses have still not acknowledged the fact that they were completely misled and that all of this could have been avoided had the university carried out an independent evaluation on the site.
