Kate O'Connell: I am just concerned about the prioritising of recommendations if the first one was to give someone else a job. When I was reading this last night it occurred to me that this was the priority for the board.

I would have thought that when something is being designed such fees would be front-loaded early on in the project. Is the same design team sitting somewhere designing on a constant basis or what way does it work?
