Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Office of the Revenue Commissioners: Engagement (14 Dec 2022)

Aidan Davitt: I welcome the Revenue Commissioners to the meeting. I commend our guests. Through business and in one form or another, I deal with Revenue, on and off, relatively regularly. Particularly during the pandemic when there was a shotgun effect to the need to deal with the pandemic unemployment payment and other immediate payments, we found that when different tax categories needed to be...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Office of the Revenue Commissioners: Engagement (14 Dec 2022)

Aidan Davitt: I appreciate what Mr. Cody has said. He spoke about pillar 1 and companies with profits of greater than €20 billion. I would say they will fall into this category of the top ten companies which are paying 56% of our corporation tax and heading for 60%, the way things are going. When that pillar 1 comes into play, I would say it is very foreseeable that more than half of our...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Office of the Revenue Commissioners: Engagement (14 Dec 2022)

Aidan Davitt: I have one other question. Outside pharma and the big IT companies that we are aware of, is there anything else coming on the horizon, or are there different types of business that have struck Mr. Cody in the last while as turning in quite large corporation taxes as well?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Office of the Revenue Commissioners: Engagement (14 Dec 2022)

Aidan Davitt: I have a question on new-build houses. In the North, there is no VAT payable on new-build houses. I have discussed this with various Ministers and have raised it at meetings of my parliamentary party and the response I get is that any changes in that regard would cause a problem with Revenue. They always want to blame somebody else. Would Revenue have an issue with making new-build houses...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Office of the Revenue Commissioners: Engagement (14 Dec 2022)

Aidan Davitt: Yes, but I am just curious-----

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Office of the Revenue Commissioners: Engagement (14 Dec 2022)

Aidan Davitt: It is possible for social housing. Is that correct?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Office of the Revenue Commissioners: Engagement (14 Dec 2022)

Aidan Davitt: I would appreciate that.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Office of the Revenue Commissioners: Engagement (14 Dec 2022)

Aidan Davitt: I have called the Revenue on behalf of people with problems. They thought something and the Revenue thought something different. Does the witness think it would be helpful to have a medium resolution-type forum instead of going to court? Would some kind of halfway house be possible? I have made contact with Revenue on behalf of people and while I have found its officials to be helpful,...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Office of the Revenue Commissioners: Engagement (14 Dec 2022)

Aidan Davitt: Do the Revenue Commissioners get many results through the tax appeals system in general? Would 50% be resolved?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Office of the Revenue Commissioners: Engagement (14 Dec 2022)

Aidan Davitt: I am curious to know the figures.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Office of the Revenue Commissioners: Engagement (14 Dec 2022)

Aidan Davitt: I appreciate that.

Seanad: Quality in Public Procurement (Contract Preparation and Award Criteria) Bill 2021: Report and Final Stages (13 Dec 2022)

Aidan Davitt: I am delighted to have the Minister of State here. This is a worthwhile Bill. Senator Higgins has done a lot of work on it. The couple of amendments she has tabled have been fully thrashed out already. Senator Higgins certainly has our support on it. I am sure the Bill will see speedy passage to the Dáil, depending on the Minister of State.

Seanad: Quality in Public Procurement (Contract Preparation and Award Criteria) Bill 2021: Report and Final Stages (13 Dec 2022)

Aidan Davitt: Now.

Seanad: An tOrd Gnó - Order of Business (29 Nov 2022)

Aidan Davitt: I wish to discuss the horrific mauling of Alejandro Miszan and the seven or eight other such cases that have happened throughout Ireland this year, mainly to young kids. When researching this issue, I saw that a woman who had two small dogs with her had been attacked and severely disfigured by a listed dog. There is a list of ten restricted dog breeds. Owners are responsible for their dogs...

Seanad: An tOrd Gnó - Order of Business (24 Nov 2022)

Aidan Davitt: I congratulate the Cathaoirleach on his very successful trip representing our country abroad. He must be praised for his work. I often avail of the train service from Mullingar to Dublin. It is something that certainly should be upgraded. Mullingar, as we know, is quite a large town. There is a serious upgrade of the line to Maynooth with more services being laid on and a slight...

Seanad: An tOrd Gnó - Order of Business (22 Nov 2022)

Aidan Davitt: I second what my colleague, Senator O'Sullivan, said about the banks and how they are treating people with regard to the interest rate. The Senator probably has a lot of money in the bank and God knows he could do with the interest to get a few bob. On a serious note, he is right. Up until very recently, if you had money in the bank, as Senator McDowell and many others would know through...

Seanad: An tOrd Gnó - Order of Business (22 Nov 2022)

Aidan Davitt: I am referring to the accounts he would have for clients.

Seanad: An tOrd Gnó - Order of Business (22 Nov 2022)

Aidan Davitt: They were charging negative interest rates. It is incredible what they were up to until a couple of weeks ago. Senator O'Sullivan's call is welcome and I certainly appreciate what he had to say.

Seanad: An tOrd Gnó - Order of Business (22 Nov 2022)

Aidan Davitt: Their attitude towards business in particular has been very mean-fisted. I refer to how they have been dealing with people who run businesses and who have other people's money, including that of clients, in their accounts. It has been scandalous to say the least. With regard to Croí Cónaithe, I have been dealing with the scheme for a number of months and we have found it to be a...

Seanad: An tOrd Gnó - Order of Business (15 Nov 2022)

Aidan Davitt: Like everyone in the House today, I extend my condolences to the family and friends of Vicky Phelan. It is a very tough time, particularly for her young family. Senator Buttimer spoke about the report of the Minister of State, Deputy Fleming, on insurance. I worked on that committee for a while. Much time and work went into that report and it would be a good idea to invite the Minister of...
