- Written Answers — Tobacco Products: Tobacco Products (8 Apr 2009)
Mary Wallace: On 9 July 2008, I announced that further provisions of the Public Health (Tobacco) Acts 2002 and 2004 are to be commenced on 1 July 2009. From that date, there will be no advertising or display of tobacco products in retail outlets; all tobacco products must be out of view and stored within a closed container only accessible by the retailer; all retailers of tobacco products will be required...
- Written Answers — EU Directives: EU Directives (7 Apr 2009)
Mary Wallace: Food labelling is currently governed by Council Directive 2000/13/EC, transposed in 2002, with several amendments since. This applies to the labelling of prepackaged foodstuffs for sale to the ultimate consumer or for supply to mass caterers. The principle underlying this Directive is that the purchaser must not be misled and it has helped to ensure that the consumer is provided with the...
- Seanad: Alcohol Abuse. (2 Apr 2009)
Mary Wallace: I thank Senator Cecelia Keaveney for her great interest in this important issue. She said that we have a problem with the culture and I will begin by discussing the damage caused by alcohol, which is visible throughout Ireland. It is visible on the streets and in courts, hospitals, workplaces, schools and homes. Despite the tendency to blame under-age drinkers, the majority of alcohol harm...
- Seanad: Alcohol Abuse. (2 Apr 2009)
Mary Wallace: The Senator raised that issue before and we fed it through the channels. There are ongoing discussions in the EU on this important issue but I will raise it again. As the Senator rightly pointed out, it impacts on the alcohol side of the health promotion unit as well as the obesity one. A task force is to report at Easter and every element is being addressed. We will look again at this to...

Under these Codes the Irish alcohol industry may not sponsor any sporting competitions, leagues, events or competitors where such events are designated...
- Written Answers — Food Labelling: Food Labelling (31 Mar 2009)
Mary Wallace: At present EU food labelling legislation is harmonised by Council Directive 2000/13/EC, transposed in 2002, with several amendments since. In January 2008, the European Commission presented its proposals on updating and harmonising this legislation. The proposal is still under discussion. This proposal consolidated existing legislation in the area of food labelling and introduced new...
- Retinopathy Screening Programme. (31 Mar 2009)
Mary Wallace: As the Deputy is aware, this issue was the subject of a full debate in the House on 26 February 2009. As I indicated then, the HSE plans to roll out a diabetic retinopathy screening programme on a phased basis by HSE area. It is proposed to commence in the HSE west region, as a population-based screening programme had previously been established in the former North-Western Health Board....
- Retinopathy Screening Programme. (31 Mar 2009)
Mary Wallace: Funding of â¬750,000 is available in 2009 for the purpose, but the estimated total cost of the scheme nationally will be â¬4 million. The key message is that despite the difficult financial situation, this is being rolled out in the HSE western region. We picked that area because a population based screening programme was located there previously. We are putting in place all of the...
- Retinopathy Screening Programme. (31 Mar 2009)
Mary Wallace: There is no doubt we are facing resource constraints and that is why it was not rolled out in 2008. We can certainly say this is a positive development as it is happening in 2009 in the west, where 30,000 people will be screened. Thereafter, depending on the availability of overall resources, this will be the first phase of the national roll out.

- Written Answers — EU Directives: EU Directives (24 Mar 2009)
Mary Wallace: I presume the Deputy is referring to the Food Supplements Directive 2002/46/EC which has been transposed into Irish law by Statutory Instrument No. 506 of 2007. That legislation is implemented by the Health Service Executive, under a Service Contract Agreement with the Food Safety Authority of Ireland (FSAI). This ensures that consumers in Ireland are protected by the harmonised EU rules on...
- Fiscal Policy. (11 Mar 2009)
Mary Wallace: I am speaking in this debate on behalf of the Minister for Finance, and I thank the Deputy for raising this issue. The drive to secure savings and efficiencies across all areas of the public service is now well advanced, and this process has been under way for some considerable time. Even before the full extent of this unprecedented downturn in public finances became apparent, the Government...
