Ruairi Quinn: I know, but is it specifically stated in the Bill that this is debarred and that CEOs cannot pay expenses? That is the culture of VECs, as Deputy Burke would confirm. Some of them will today be doing the calculations as to what it means to be a member of the VEC for Waterford, Carlow and Kilkenny.
