Seanad: Order of Business. (4 Mar 2008)

Marc MacSharry: While the tribunals seek to do their work, and they have done much good work, the Oireachtas must keep them under review if we are to be true to the people. As a new Senator, let me say to Senator Eugene Regan that despite his eminence in the legal profession, he is not solely responsible for the upkeep of the tribunals or the Irish legal system.

Seanad: Order of Business (26 Feb 2008)

Marc MacSharry: I join other Senators in calling for a debate on the Health Service Executive, especially on its accountability. While it is scandalous that the HSE has withdrawn advertising from a radio station, it is merely a symptom of what is going on, in general terms, throughout the country and the health service as a whole. I do not suggest that all the HSE's efforts are wrong, but some things...

Seanad: Economic Outlook: Motion (20 Feb 2008)

Marc MacSharry: I move amendment No. 1: To delete all words after "Seanad Éireann" and substitute the following: welcomes the Government's firm commitment to position the economy for sustainable development over the years ahead, while adapting to the reality of more moderate growth in the future; notes the progress to date on public sector reform and welcomes the Government's strong commitment to...

Seanad: Order of Business (19 Feb 2008)

Marc MacSharry: As a matter of urgency, could the Leader arrange for the appropriate Minister to attend the House for a debate on the image of Seanad Éireann, in particular on how to improve it? As I am sure we are all aware at this point, the image of Seanad Éireann is low in the minds of most people in terms of its usefulness and the role it plays. It is not an extreme statement to make that our public...

Seanad: Order of Business (19 Feb 2008)

Marc MacSharry: To clarify my position, I was speaking on the Order of Business and asking for a debate on the image of Seanad Éireann as a matter of urgency. It was coincidental but opportune that the Cathaoirleach made his comments, which I welcome. We cannot criticise aimlessly the media coverage of the House and its workings. We must deal with the situation ourselves as a matter of urgency.

Seanad: National Waste Strategy: Statements (6 Feb 2008)

Marc MacSharry: I am pleased to have the opportunity to contribute on this issue. The Minister of State's speech demonstrates that we have come a significant way with regard to waste, particularly considering the situation in the 1980s when landfill was at the summit of our waste management strategy. It was the only option available to us at the time and there was little or no talk, other than an...

Seanad: Budget Statement 2008: Statements (Resumed). (5 Dec 2007)

Marc MacSharry: Tomorrow at 10.30 a.m.

Seanad: Budget Statement 2008: Statements (Resumed) (5 Dec 2007)

Marc MacSharry: I read the whole of the budget.

Seanad: Budget Statement 2008: Statements (5 Dec 2007)

Marc MacSharry: Now that the applause is over, I am delighted to have the opportunity to make some comments on the budget delivered earlier. I welcome the Minister of State to the House. I am delighted to see a queue of speakers on the opposite side of the House, no doubt to welcome what is probably the best budget since 1987-89.

Seanad: Budget Statement 2008: Statements (5 Dec 2007)

Marc MacSharry: I will start my contribution by stating a few facts.

Seanad: Budget Statement 2008: Statements (5 Dec 2007)

Marc MacSharry: I did not interrupt anybody on the other side of the House.

Seanad: Budget Statement 2008: Statements (5 Dec 2007)

Marc MacSharry: Despite the standard annual rhetoric we have heard from the Opposition——

Seanad: Budget Statement 2008: Statements (5 Dec 2007)

Marc MacSharry: ——nobody has contributed more, across all of the headings Senator Twomey mentioned, than Fianna Fáil in Government since the foundation of the State. That is a fact. It may be a painful one when one is sitting on the Opposition benches but it is a fact nevertheless. It pains me to hear Deputy Twomey pour water on the significant increases, in what are difficult international and...

Seanad: Budget Statement 2008: Statements (5 Dec 2007)

Marc MacSharry: Those are the facts. Thank God for the late great Jim Kemmy and Fianna Fáil——

Seanad: Budget Statement 2008: Statements (5 Dec 2007)

Marc MacSharry: ——who took down that Government, which is what it deserved. The Opposition should not tell us what should or could have been done because when faced with the opportunity — not Senator Twomey because he was an Independent at that time——

Seanad: Budget Statement 2008: Statements (5 Dec 2007)

Marc MacSharry: Nevertheless, nobody has achieved more in terms of delivering to the people of this country than Fianna Fáil in Government.

Seanad: Budget Statement 2008: Statements (5 Dec 2007)

Marc MacSharry: Those are the facts. I wholeheartedly support, on behalf of my Fianna Fáil colleagues — Senator Boyle of the Green Party will join us later — and the Progressive Democrats, the Minister, Deputy Cowen, in respect of a budget that has introduced a number of significant packages at the right time. We have faced a challenging international environment in recent times. When somebody sits...

Seanad: Budget Statement 2008: Statements (5 Dec 2007)

Marc MacSharry: No, it is not a U-turn.

Seanad: Budget Statement 2008: Statements (5 Dec 2007)

Marc MacSharry: This budget contains increases across all the relevant headings at a time when growth is below what has been the trend of recent times. The Minister successfully managed to do that. He has got the balance right in terms of watching current expenditure while also ensuring, not through taxation but through moderate borrowing, that there will be continued progress in the capital programme....

Seanad: Budget Statement 2008: Statements (5 Dec 2007)

Marc MacSharry: ——but I remember it well. Thank God for democracy. Thank God the people have seen sense on a consistent basis and realise there is no substitute for experience and delivery, as has been evident from 1987 to now. Certainly, economic circumstances have changed nationally and internationally. Whether it is the result of genius or his experience in so many Departments——
