Robert Troy: It is as I suspected. We will make our points but there will be a counterargument for every amendment. It is important to explicitly acknowledge educational welfare in this section as a core attribute. The right to education is outlined in our Constitution and, accordingly, it should be acknowledged in this legislation. Would it make a material difference if this amendment were accepted?
