- Joint Oireachtas Committee on Agriculture, Food and the Marine: Hemp Industry: Discussion (27 Apr 2022)
Paul Daly: Deputy Carthy suggested that we are out of sync with the EU in that regard. Is he correct? Is a trace level of 0.2%, which is to increase to 0.3% in 2023, accepted within the EU? This crop is recognised in EU CAP regulations. Will Mr. Moloney first confirm whether we are out of sync with the EU and-----

Paul Daly: -----if that is true, will he tell me why that is the case?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Hemp Industry: Discussion (27 Apr 2022)
Paul Daly: The HPRA will not license in Ireland any food product, whether agricultural food or otherwise, that contains any trace.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Hemp Industry: Discussion (27 Apr 2022)
Paul Daly: How are we going to square this circle if this crop has potential from an agricultural perspective? I am not trying to be flippant or smart but I can tell the witnesses the results of the consultation process they are carrying out at the moment and the contents of the report they are to send to the Minister because there will be no buy-in. I will again use that analogy and say that I cannot...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Hemp Industry: Discussion (27 Apr 2022)
Paul Daly: While you can bring the seed in, you still cannot get the maximum potential output from the crop grown from that seed because the HPRA will not license anything with any trace in it at all. The point I am trying to get is that, as long is this falls under the Misuse of Drugs Regulations 2017, the agricultural potential is limited.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Hemp Industry: Discussion (27 Apr 2022)
Paul Daly: Basically, with regard to the development of this crop, we are in a vicious cycle between the two Departments. Is there an appetite within the Department of Agriculture, Food and the Marine to try to right that wrong? I would call it a wrong. There is no point doing feasibility studies and consultation processes as we know the outcome at this stage. Is there an appetite within the...

Paul Daly: It is CBD oil.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Hemp Industry: Discussion (27 Apr 2022)
Paul Daly: Can I legally import hemp by-products or products with a higher THC level - up to 0.3% - which cannot be processed here? Is it a constituent part of animal feed or any product, including human food or cosmetic products? Can it come in from other EU countries, having been processed in those countries, when we are not allowed process it here because of the content?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Hemp Industry: Discussion (27 Apr 2022)
Paul Daly: Could animal feed be coming in of which it would be a constituent part?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Hemp Industry: Discussion (27 Apr 2022)
Paul Daly: I have one short question for Teagasc. Its representatives have talked about the sequestration value. One of the hemp organisations that came before the committee told us that, if it is used as a rotation crop, there is a big increase in the yield of the following year's crop and less nutrient input is needed. Has Teagasc done any research into whether that would be the case?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Hemp Industry: Discussion (27 Apr 2022)
Paul Daly: Is it true to say hemp has a very short life cycle? It is a four-month crop from sowing to harvest.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Hemp Industry: Discussion (27 Apr 2022)
Paul Daly: It will never be viable to grow hemp to make blocks if there is no market or use for all the other constituent parts; that is the bottom line.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Afforestation and the Forestry Sector: Discussion (13 Apr 2022)
Paul Daly: I welcome the witnesses and thank them for their presentation. I am trying to get my own head around it, to delve into it a little further and to get a little bit more information. I am from the midlands, which is not too far away from Cavan or Leitrim. While the land might be a little bit better, the holdings would not be that much bigger. For one, I get where they are coming from and...

Paul Daly: That is one group.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Afforestation and the Forestry Sector: Discussion (13 Apr 2022)
Paul Daly: I thank our three guests for being here this morning. The Chairman referenced ash dieback at the outset but I would like to hear about this from the lads because we are inundated with representations about the effects of ash dieback and the ineffectiveness of the RUS. Our guests might give us a little insight into that from their point of view on the ground. The SEEFA opening statement...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Afforestation and the Forestry Sector: Discussion (13 Apr 2022)
Paul Daly: I have a couple of notes and you have ably covered some of the points I want to raise, Chairman, in particular regarding facts that were given to us this morning. One point is that in 2022 we planted only 2,000 ha, which is the lowest plantation since 1946. How can we explain to future generations what we were at in the early 2020s? The programme for Government clearly states that we will...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Afforestation and the Forestry Sector: Discussion (13 Apr 2022)
Paul Daly: Can the Minister of State give any indication to the nurseries? Based on everything she has said, can she tell the nurseries what they should plant this April for three years hence?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Afforestation and the Forestry Sector: Discussion (13 Apr 2022)
Paul Daly: Is that down to the fact that confidence is gone?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Challenges Facing the Pig Industry: Discussion. (13 Apr 2022)
Paul Daly: Before we start, it is important to put on the record that members are not aware of what was agreed this morning. We have not seen a copy of it.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Challenges Facing the Pig Industry: Discussion. (13 Apr 2022)
Paul Daly: I welcome the representatives from the IFA. Much of what I was going to say has already been covered. I would like a little more information on the association's proposed stability fund. If it were to happen and the IFA had that €100 million, how would that be distributed to keep liquidity going? Would it be per pig or per farm? Has the IFA gone that far into how the fund would...
