Bríd Smith: This question is a bit like asking how long is a piece of string. It is worrying that we either need legislation or we need to incentivise farmers and those who live on the land in a proper way, and it does not seem that either of these things are being done. We seem to be hanging somewhere in the middle. Perhaps we need a bit of both approaches.
